GSWA Update; Typhoon Debris Disposal Sites Update; GPA Update
GSWA Update:
The Guam Solid Waste Authority (GSWA) provides the following updates:
Curbside Trash Collection: Effective Monday, June 12, 2023, curbside trash collection services will be provided exclusively to registered GSWA customers, only. Only GSWA issued trash carts will be serviced. Any excess bags must be tagged with GSWA issued trash tags which can be purchased at the GSWA office or any residential transfer station.
Curbside Recycle and Bulky Waste Collection: Curbside recycle collection and bulky waste collection services are expected to resume on Monday, June 19, 2023. Customers who have existing appointments will be contacted for rescheduling by a GSWA Customer Service Representative. To cancel an appointment, contact customer service at 671-646-3111 or email customerservice@gswa.guam.gov.
Residential Transfer Stations (Harmon, Agat, and Malojloj): The residential transfer stations will resume regular hours of operation – Thursday through Monday, 9:00 am to 5:00 pm, closed on Tuesdays, Wednesdays, and Government Holidays. Effective June 12, 2023, all trash being disposed of at the transfer stations will be charged a fee, and appliances will no longer be accepted.
Layon Landfill: The Layon Landfill will return to regular hours of operations – Monday through Friday from 7:00 am to 3:30 pm, and on Saturday from 7:00 am to 2:30 pm. The Hauler-Only transfer station may have extended hours of operation if necessary.
Replacement of Lost or Damaged Trash Carts: Replacement carts can still be paid for and picked up at the GSWA office. Additionally, cart delivery scheduling will resume on Monday, June 12, 2023. Customers whose carts are lost or damaged and require a replacement will be charged a replacement fee of $74.75.

Typhoon Debris Disposal Sites UPDATE:
Beginning Monday, June 12, 2023, the following typhoon debris disposal sites effective hours of operation will be 9 a.m. – 6 p.m., seven days a week:
- Dededo Transfer Station
- Ypao Point, Tamuning
- Former Tiyan Carnival Grounds in Barrigada
Capacities at each site vary, and some waste types may be diverted to other sites with more capacity. Household trash capacity at each site is limited. If any of the typhoon debris disposal sites lack the capacity to accept household trash, residents will be advised to visit the Guam Solid Waste Authority’s (GSWA) residential transfer stations. Residents will incur a fee for household trash disposal at GSWA’s transfer stations beginning June 12, 2023.
The DYA Cottage Homes site on Vicente Castro Street in Talofofo is only open for GREEN WASTE.
The typhoon disaster debris sites will accept the following waste types:
- Metallic waste (i.e. ferrous, non-ferrous metals, cans, misc. loose metals and tin)
- Construction debris (i.e. building materials, drywall, lumber, carpet, furniture, plumbing)
- Household hazardous waste (i.e. Oil, batteries, pesticides, paint, cleaning supplies,
- Green waste (i.e. vegetative debris, trees, grass clippings, branches, logs, leaves)
- Damaged home furniture (i.e. carpet, beds, sofa, tables)
- Damaged electronic and appliances (i.e. televisions, computers, refrigerators, washers, dryers, stoves)
- Household trash
To ensure efficient flow at each typhoon debris disposal site, residents must PRE-SORT AND SEGREGATE waste prior to arrival at the typhoon debris disposal sites.
GEPA personnel will be on-site to inspect debris loads, and waste types not approved for disposal at these three sites will be rejected. The identification, transportation and disposal of household hazardous waste is made possible through the coordination of the Federal Emergency Management Agency and the U.S. Environmental Protection Agency.
GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:
- 71.0% of the System Load (Customer Demand) has been restored
- 51.4% of Customers restored

- Note: As power lines heat up, weak points of the system will be apparent (e.g., storm damaged transformers, fuse cutouts, lightning arrestors, connections). Crews will do their best to make immediate repairs; if they cannot, they will return to make the repairs as soon as possible.
GPA advises that during restoration and recovery, the Island-Wide Power System (IWPS) may be unstable, with fluctuating voltages, power interruptions and intermittencies occurring. Once your power has been restored to your home or businesses, you may experience outages or interruptions. This is not unusual as the grid is fragile and a period of system instability will occur until full restoration is completed. Once your feeder/circuit has been energized, your power will return, even as interruptions or outages happen.

RISEUP Program Launches to Help Temporarily Repair Metal Roofs
The U.S. Department of Defense, U.S. Army Corps of Engineers, in coordination with the Office of the Governor, Guam Homeland Security/Office of Civil Defense, the Federal Emergency Management Agency (FEMA) and the Mayor’s Council of Guam, have launched the Roofing Installation Support Emergency Utilization Program (RISEUP) to help temporarily repair metal roofs damaged by Typhoon Mawar.
Guam residents who have damaged metal roofs can enroll for the program through their Mayor’s office. There are three steps to sign up:
- Guam resident contacts their Mayor’s office to apply.
- Resident’s roof damage is assessed for eligibility.
- If eligible, a temporary metal roof is installed.
The timeline for how fast temporary roofs can be installed will be largely based on the number of requests and size of the area impacted.
Guam residents do not need to register with FEMA to qualify for this program and participation will not affect other forms of federal disaster assistance, such as those provided by FEMA.
Emergency roof repair assistance is limited to pre-disaster owner-occupied residences. Repairs to commercial properties, including rental units are ineligible.
Additional Eligibility Criteria:
- Dwellings must have disaster-caused roof damage that impacts habitability.
- Dwellings must be otherwise structurally sound. Only dwellings that can be safely occupied after the roof repairs have been completed are eligible. Dwellings that are affected by disaster-caused utility outages are not disqualified based on utility outages alone.
- Approximately 50% of roof substructure (rafters/trusses) must remain, as determined by USACE.
- The damaged roof must cover indoor living space completely enclosed by walls. Living space includes facilities for cooking, eating, sleeping and sanitation. Outdoor kitchens with a damaged roof covering will qualify to the extent that it covers the dwelling’s only means of cooking and storing food. Garages, carports, porches, etc. do not qualify.
- Repairs will only be performed on dwellings with pre-disaster metal roofs. Roofs composed of materials such as concrete, slate, asbestos or clay tile, or other material are not covered under this program.
- Homes unable to be assessed are not eligible. Accessibility is the responsibility of the resident and GovGuam.

GPA Update; GFD Generator and Fuel Safety
GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:

GPA Generator Safety:
The Guam Power Authority (GPA) advises the community of the proper use of generators during a power outage. If installed and operated correctly, use of standby or portable electric generators poses little danger, but improper installation or use could be dangerous and even deadly. Follow the directions from the operator’s manual supplied with the generator. Incorrect generator use can lead to carbon monoxide (CO) poisoning, electric shock or electrocution and fire.
GPA provides the following tips for the safe operation of and use of generators:
Connecting the Generator:
- Never try to power house/building wiring by plugging the generator into a wall outlet, a practice known as “back feeding”. It can lead to electrocution of utility workers or neighbors served by the same utility transformer. The only safe way to connect a generator to a house/building wiring is to have a qualified electrician install a power transfer switch.
- Use proper extension cords. Use only safety-tested, shop-type electrical cords designed and rated for heavier, outdoor use to connect appliances.
- Protect your appliances. Turn off or unplug all appliances and lights before you begin operating the portable generator. Once the generator is running, turn your appliances and lights on one at a time to avoid overloading the unit.
Placement of Generator:
- Never use a portable generator indoors – If you or someone starts to feel sick, dizzy or weak while using a generator, move to fresh air right away, do not delay.
- Place the generator in a dry, outside location.
- Place the generator away from windows, doors, and vents that could allow CO to come indoors.
- To avoid electrocution, keep the generator dry. Do not use it in rain or wet conditions. Always operate generators on a dry surface under an open canopy-like structure. Make sure your hands are dry before touching the generator.
Use and Storage of Generator Fuel:
- Turn the generator off and let it cool before refueling. Gasoline spilled on hot engine parts could ignite.
- Store fuel in an approved safety can outside of living areas, preferably in a locked area or other protected area.
- If you spill fuel or do not seal the container properly, invisible vapors can travel along the ground and be ignited by arcs from electric switches in the appliance.
- Use the type of fuel recommended in the generator instructions or on its label.
Shutting down the Generator:
- Before shutting down a generator, turn off and unplug all appliances and equipment being powered by the generator.
Damaged Weatherheads and other Electrical Components
While restoration is ongoing, customers are advised to conduct their own home and property assessment of weatherhead and electrical components, taking necessary steps to repair damages caused by Typhoon Mawar.
Frequently Asked Question: My weatherhead and/or electrical components (meter box, service entrance conduit & cable, riser) are damaged. What should I do? These components are the customer’s responsibility.
- Account holder or authorized person visits any of GPA’s Customer Service lobbies and requests for a work clearance. A GPA representative will issue a work clearance and a GPA Electrical Inspection Report form.
- GPA crew will schedule removal of the service line and meter. Once removed, customers can hire and schedule contractor/master electrician to make repairs. A list of licensed master electricians is available on the Guam Contractors License Board website at http://clb.guam.gov/index.php/contractors-listing/.
- Upon completion of repairs, the master electrician must print name, sign and include ME license number on GPA’s Electrical Inspection Report form. Please contact GPA Customer Service at (671) 647-5787/88/89 or email customersfirst@gpagwa.com, informing representatives of the completed work.
- Customers will be contacted once meter installation and service line reconnection is scheduled. Customers must present an Electrical Inspection Report to GPA crew upon arrival.

GFD Generator and Fuel Safety:
In accordance with the Guam Fire Code and IFC 2009, the Guam Fire Department (GFD) advises the community to always consider safety when transporting equipment such as, but not limited to, fuel containers and generators.
Fuel, both gas and diesel, must be transported in an approved container, it must be safely secured and must use proper fuel caps. Fuel cannot be transported within the passenger compartment areas of a vehicle.
Equipment such as generators must be properly drained of fuel prior to transport or transported in an approved vehicle designed for transport.

What to Expect From Official FEMA Inspections; Report Suspicious Activity to Local Authorities
What to Expect from Official FEMA Inspections:
The Federal Emergency Management Agency (FEMA) inspections are ongoing for those that applied for disaster assistance for damages caused by Typhoon Mawar.
FEMA inspections will help determine whether a home is safe, sanitary and livable. To determine whether an applicant is eligible for assistance, FEMA considers the home’s interior and exterior structural soundness; whether the electrical, gas, heat, plumbing and sewer or septic systems are functional; and whether the home is livable and can be entered and exited safely. FEMA inspections will also consider damages to personal property.
The first step for a FEMA inspection starts with a phone call, text message or email from a FEMA inspector to the applicant to schedule an appointment. Be aware that phone calls from FEMA may come from an unknown number. The inspector will try to make contact up to three times over three days. The case will be locked if the inspector cannot reach you after three attempts.
The inspection process usually takes 30 to 40 minutes. If you were able to take photos or video of interior or exterior damage to the home, show them to the inspector.
Those who are unable to meet with the FEMA inspector for an inspection can have a friend or relative act on their behalf to meet with the inspector. But first they must submit to FEMA a written and signed request for third-party involvement, which is a legal document, authorizing another person who is at least 18 years of age to meet with the inspector and to provide and receive information from FEMA on their behalf.
Important to Know:
- The inspector will not be collecting any documentation and will never ask for personal information like a Social Security number.
- FEMA never charges for an inspection.
- If a FEMA inspector comes to your home and you did not submit a FEMA application, your information may have been used without your knowledge to create a FEMA application. If so, please inform the inspector that you did not apply for FEMA assistance so they can submit a request to stop all further processing on the application.
- A fraudulent application could be a sign of identity theft. For information on what to do if you suspect identity theft, please visit identitytheft.gov.
- If you wish to apply for FEMA assistance after stopping an application made in your name without your knowledge, the FEMA Helpline will need to assist you in creating a new application. Call 1-800-621-3362.
Report Suspicious Activity to Local Authorities:
The community is advised to be aware of potential con artists or criminals posing as disaster assistance in order to obtain money, steal personal information, or garner items. Be mindful that:
- Disaster assistance officials carry official photo ID badges;
- Disaster assistance officials never charge applicants for disaster assistance, inspections or help in filling out applications;
- Be wary of unexpected phone calls or visits from people claiming to be housing inspectors or claiming they work for FEMA if they do not reference your application number. Know that official FEMA representatives will have your FEMA application number to reference;
- Do not give out banking information to a person claiming to be a housing inspector.
The community is advised to report any suspicious activity or suspected fraud to local law enforcement or the Mariana Regional Fusion Center (MRFC) at (671) 475-0400 or via email at mrfc@ghs.guam.gov, following the Department of Homeland Security’s campaign, “If You See Something, Say Something.” Information that is provided to the MRFC will be recorded and properly disseminated to all pertinent authorities.

Free Disaster Recovery Virtual Workshop Available; GPA Update
The Guam Hotel & Restaurant Association, Guam Women’s Chamber of Commerce, the Society for Human Resource Guam Chapter, and the Guam Chamber of Commerce are hosting a free Disaster Recovery Virtual Workshop on Thursday, June 8, 2023, from 10 a.m. – 11:30 a.m., as an opportunity for the community to learn more about the resources available to assist individuals, employees, government agencies, businesses, and non-profit organizations.
Speakers of the workshop include Veronica Verde, Federal Emergency Management Agency, to provide information on Individual Assistance for homeowners, renters and federal unemployment insurance, Kevin Wynne, Small Business Administration, to discuss Low-Interest Federal Disaster Loan programs for businesses and non-profit organizations, and Fred Granillo, Small Business Development Center, to provide guidance for companies and sole proprietors submitting financial plans when applying for grants and loans.

Additional Disaster Recovery Centers Open:
The Federal Emergency Management Agency (FEMA), along with other federal and local partners, have opened two additional DRCs today at the C.L. Taitano Elementary School and the Inalahan Mayor’s Office/Community Center, with regular hours of operation beginning Thursday, June 8.
Regular hours of operations for all four DRCs will be seven days a week from 7 am –7 pm.

- Dededo Sports Complex
- C.L. Taitano Elementary School
- Inalahan Mayor’s Office/Community Center
FEMA Disaster Recovery Centers (DRCs) are accessible facilities and mobile offices you can visit to learn more about FEMA and other disaster assistance programs. The DRC will be open to assist island residents impacted by Typhoon Mawar with disaster relief programs.
A DRC may be able to help you:
- Apply for FEMA Assistance online
- Learn more about disaster assistance programs
- Learn the status of your FEMA application
- Understand any letters you get from FEMA
- Find housing and rental assistance information
- Get answers to questions or resolve problems
- Get referrals to agencies that may offer other assistance
- Learn about Small Business Administration (SBA) programs
Please have the following available when you arrive:
- Valid form of identification: Driver’s license, Guam ID or Passport
- Proof of home address (i.e. utility bill, rental agreement, etc.)
- Condition of your damaged home
- Insurance information, if available
- Social Security card or number
- Best contact number
- Mailing address or email address
Guam homeowners and renters who were affected by Typhoon Mawar can also register with FEMA by calling 1-800-621-3362, visiting disasterassistance.gov or downloading the application on the FEMA App. For more information about registration, processing and FEMA’s Individual Assistance Programs, visit fema.gov.
When you apply for assistance, have the following information ready:
- A current phone number
- Address at the time of the disaster and the address where you are now staying
- Social Security number
- List of damage and losses
- Banking information if you choose direct deposit
- If insured, the policy number or the agent and/or the company name
Survivors may be eligible to receive assistance for uninsured and underinsured damage and losses resulting from Typhoon Mawar. If you have homeowners, renters or flood insurance, you should file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.
Disaster assistance may include financial help with temporary lodging and home repairs, as well as other disaster-related expenses.
To date, over 13K Guam residents have applied for disaster assistance.
Report Suspicious Activity to Local Authorities:
While official reports of this have not been made, the community is advised to be aware of potential con artists or criminals posing as disaster assistance in order to obtain money, steal personal information, or garner items. Be mindful that:
- Disaster assistance officials carry official photo ID badges;
- Disaster assistance officials never charge applicants for disaster assistance, inspections or help in filling out applications;
- Be wary of unexpected phone calls or visits from people claiming to be housing inspectors or claiming they work for FEMA if they do not reference your application number. Know that official FEMA representatives will have your FEMA application number to reference;
- Do not give out banking information to a person claiming to be a housing inspector.
The community is advised to report any suspicious activity or suspected fraud to local law enforcement or the Mariana Regional Fusion Center (MRFC) at (671) 475-0400 or via email at mrfc@ghs.guam.gov, following the Department of Homeland Security’s campaign, “If You See Something, Say Something.” Information that is provided to the MRFC will be recorded and properly disseminated to all pertinent authorities.
No Burn Notice Remains in Effect:
The Guam Fire Department (GFD) reminds the community to refrain from burning debris and/or trash. Low water supply throughout the island will challenge response to extinguishing fires. Be mindful of members within the community who have medical conditions in which the elements could have its effects. Due to these reasons, GFD is not issuing burning permits. Be advised it is illegal to burn without a permit and you may be issued a citation. Call the Guam Fire Department to report unauthorized burning.

Governor Leon Guerrero Signs Executive Order No. 2023-05:
Today, Governor Lou Leon Guerrero issued Executive Order No. 2023-05, relative to emergency procurement authorization during the state of emergency, and orders such that:
- Emergency Procurement and Emergency Expenses. Authorizes emergency procurement for emergency response expenses in response to Typhoon Mawar, including but not limited to procurements related to safety and security: food, water, and sheltering; health and medical; energy; communications; transportation; and hazardous materials, in excess of initial expenditure amounts identified in E.O. No. 2023-02. Procurements in furtherance of emergency efforts of the Guam Power Authority and Guam Waterworks Authority to restore utilities to our community, and procurements in furtherance of typhoon debris removal, are expressly authorized herein.
- As provided in Section 5215. The effective period for emergency procurements made pursuant to this order shall be for a ninety (90) day period immediately following the date of the Determination of Need for Emergency Procurement. Procurements made under the prior authorization provided in EQ. No. 2023-02, authorized therein for an effective period of thirty (30) days may be extended for an additional period of sixty (60) days following the date of the Determination of Need for Emergency Procurement.
- Authorization for Overtime. The authorization in EQ. No. 2023-02 for payment of overtime, for exempt and non-exempt Government of Guam employees, to work in excess of forty (40) hours a week in order to mitigate and respond to the effects of Typhoon Mawar throughout Guam remains in effect, for amounts in excess of initial expenditure amounts identified in E.O. No. 2023-02.
Guam EPA Investigating Unapproved Water Delivery Services:
The Guam Environmental Protection Agency (Guam EPA) has been made aware of facilities around the island who have taken delivery of water from companies who were using tanker trucks that are not rated or approved for potable water.
Non-potable tanker trucks are not approved for delivery of water for human consumption. Boiling water which is handled in this manner will not make it safe for human consumption. Non-potable tanker trucks are used to carry water which is not tested and may contain bacteria or chemical contaminants at levels which are unsafe for human consumption. Traces of these contaminants will remain in the tank after non-potable use, and will remain present in the water that consumers receive from the building plumbing system.
Guam EPA urges that if your facility has received water in this manner, CEASE CONSUMPTION IMMEDIATELY and DO NOT DRINK IT. Anyone who may come into contact with this water is hereby notified to cease:
- drinking this water
- using it for cooking
- brushing teeth
- using it in any way that may risk ingestion.
Guam EPA advises individuals or patrons of facilities who may have received water from an unapproved method of the following:
- Use bottled water for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice
- The water delivered by truck may be used for non-potable purposes such as flushing toilets, laundry, and other household cleaning
Guam EPA is requiring owners of affected facilities have taken delivery of water from companies through unapproved methods to:
- self identify
- provide notification to all residents and patrons, using the required notification form, that Water at their facilities was derived from an unapproved source and should not be consumed
- contact Guam EPA for the required notification form, or download one by CLICKING HERE.
- notify Guam EPA of the dates of each water delivery, the company who delivered the water, and the amount of water delivered for each date via email to: brian.bearden@epa.guam.gov or nic.rupley@epa.guam.gov
An investigation is currently underway, and Guam EPA continues to contact owners of all non-potable water delivery trucks who may have delivered water through unapproved methods. Supplying water intended for consumption through unapproved methods shall be considered to be in violation of the Guam Safe Drinking Water Act and may be subject to administrative penalty orders of up to $32,500 per violation, per day.
Walk-Up Service Not Provided at Salvation Army Headquarters:
The Salvation Army Headquarters in Tiyan Guam is not providing walk-up services on site. Instead, the Salvation Army is providing services door-to-door. The Salvation Army Thrift Store in Tamuning remains open to the community daily from 10 a.m. – 4 p.m.
The Salvation Army will never go door-to-door to ask for donations. The community is advised to report any suspicious or fraudulent activity to local authorities.
GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:
- 56% of the System Load (Customer Demand) has been restored.
- 9% customers restored
POST-TYPHOON RECOVERY PHASE II
In the second phase of the post-typhoon recovery, GPA crews are addressing three or more sectors (north, central, and south) to restore as many customers (with minimal storm damage) as possible per feeder. Those with significant damages will be addressed in Phase III recovery efforts.
Some areas of GPA’s focus over the next one to three days include:
- P-270: Route 16 from McDonald’s to Route 1 (left side of Route 16 northbound).
- P-310: Harmon McDonald’s on to Route 1, including Taitano Road.
- P-250: Ordot-Chalan Pago area including Maimai Road.
- P-204: Chalan San Antonio from Mayor’s office toward Farenholt, and areas behind GPO.
- P-280: Anigua substation towards Maina, and through to Asan valley.
- P-262: Talofofo village to Windward Hills Road, and on towards Route 4 including Baza Gardens vicinity and down to Ipan area.
- P-206: Route 1 northbound from Tamuning substation (behind FHB) to Airport Road.
- P-202: Route 1 from Tamuning substation to East Agana (old Nissan Motors).
GPA reminds the community that the island-wide power system may be unstable, with fluctuating voltages, power interruptions and intermittencies occurring during restoration and recovery especially after a strong typhoon. Outages or interruptions may occur after power has been restored. This is not unusual as the grid is fragile and period of system instability will occur until full restoration is completed. GPA will make every effort to have power restored as quickly as possible to its customers. Once full restoration is completed around the island, the system will stabilize and less power interruptions will occur.

The Department of Public Works (DPW), Business License & Permit Center is now operational. GPA Update; GRTA Shuttle Service
GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:
- 53.2% of the System Load (Customer Demand) has been restored.
- 95.8% of GPA’s Substation Energization has been restored.
- 88.9% of GPA’s feeders/circuits have been energized/restored.
Two additional feeders/circuits were added to the island-wide system for a total of 56 feeders/circuits that are partially energized today.
GPA advises that during restoration and recovery, the Island-Wide Power System (IWPS) may be unstable, with fluctuating voltages, power interruptions and intermittencies occurring. Once your power has been restored to your home or businesses, you may experience outages or interruptions. This is not unusual as the grid is fragile and a period of system instability will occur until full restoration is completed. Once your feeder/circuit has been energized, your power will return, even as interruptions or outages happen.
GPA will make every effort to have power restored as quickly as possible to our customers. Once full restoration is completed around the island, the system will stabilize and less power interruptions will occur. Additionally, if you detect voltage fluctuations such as extremely bright lighting or very dim lighting coming from lamps or lights, immediately unplug your “sensitive” appliances which include: refrigerators, air conditioners, computer and computer-related equipment, microwave ovens, etc.

GRTA Shuttle Service:
Beginning Tuesday, June 6, 2023, the Guam Regional Transit Authority (GRTA) will provide temporary shuttle service to the GCC Relief Center for southern transit riders. GRTA Southern Shuttle to the GGC Relief Center will service riders from Buenas market in Yona to the Relief Center at GCC from 6 a.m. to 8 p.m. Last pick up from the Relief Center at GCC to Buenas Market in Yona is at 7 p.m.

Second Disaster Recovery Center Opened Today; GPA Update;
Typhoon Debris Disposal Sites Open; GSWA Update
Second Disaster Recovery Center Opened:
The Federal Emergency Management Agency (FEMA), along with other federal and local partners, have opened the Guam Community College (GCC), Building E this weekend, as the first Disaster Recovery Center (DRC) in response to typhoon recovery efforts. A second DRC opened today at the Dededo Sports Complex.
FEMA Disaster Recovery Centers (DRCs) are accessible facilities and mobile offices you can visit to learn more about FEMA and other disaster assistance programs. The DRC will be open to assist island residents impacted by Typhoon Mawar with disaster relief programs.
Regular hours of operations for both DRCs will be seven days a week from 7 am –7 pm. The Guam Police Department will be conducting crowd control and traffic direction within the DRC parking lots. Additional centers will be announced soon to support the needs of the community.
A DRC may be able to help you:
- Apply for FEMA Assistance online
- Learn more about disaster assistance programs
- Learn the status of your FEMA application
- Understand any letters you get from FEMA
- Find housing and rental assistance information
- Get answers to questions or resolve problems
- Get referrals to agencies that may offer other assistance
- Learn about Small Business Administration (SBA) programs

Guam homeowners and renters who were affected by Typhoon Mawar can also register with FEMA by calling 1-800-621-3362, visiting disasterassistance.gov or downloading the application on the FEMA App. For more information about registration, processing and FEMA’s Individual Assistance Programs, visit fema.gov.
When you apply for assistance, have the following information ready:
- A current phone number
- Address at the time of the disaster and the address where you are now staying
- Social Security number
- List of damage and losses
- Banking information if you choose direct deposit
- If insured, the policy number or the agent and/or the company name
Survivors may be eligible to receive assistance for uninsured and underinsured damage and losses resulting from Typhoon Mawar. If you have homeowners, renters or flood insurance, you should file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.
Disaster assistance may include financial help with temporary lodging and home repairs, as well as other disaster-related expenses.
To date, over 9,000 Guam residents have applied for disaster assistance.
GPA Update:
The Guam Power Authority (GPA) today welcomed visiting crews from the Commonwealth Utility Corporation (CUC) in the Commonwealth of the Northern Mariana Islands (CNMI) who traveled to Guam to support post-Typhoon Mawar recovery efforts to restore islandwide power. The crew of 12 linemen and groundsmen arrived today, June 4, 2023, from Saipan and are assigned to work alongside GPA’s linemen and teams.
GPA continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1 p.m.:
- 49.2% of the System Load (Customer Demand) has been restored.
- 95.8% of GPA’s Substation Energization has been restored.
- 85.7% of GPA’s feeders/ circuits have been energized/restored.
GPA notes that feeders and circuits may be energized only if GPA’s substations are energized and that system load will increase once feeders and circuits are energized.
Two (2) additional feeders/circuits were added to the island-wide system for a total of 54 feeders/circuits that are partially energized today. A total of 23 critical substations were energized of the 24 total major GPA substations.
Current generation capacity is 154MW of capacity online supporting a 98.3MW load.

Typhoon Debris Disposal Sites UPDATE :
The Guam Environmental Protection Agency (GEPA) along with the Guam National Guard, Department of Public Works and the Guam Department of Agriculture opened three (3) typhoon debris disposal sites.
Opened today, June 4, 2023:
- Dededo Transfer Station
- Ypao Point
- Former Tiyan Carnival Grounds in Barrigada
The DYA Cottage Homes in Talofofo site will not be used as a typhoon debris disposal site. An additional site in the south is being considered. More information will be provided once available.
The typhoon disaster debris sites will operate 7 days a week from 6:00 a.m. – 6:00 p.m. and will accept the following waste types:
- Metallic waste (i.e. ferrous, non-ferrous metals, cans, misc. loose metals and tin)
- Construction debris (i.e. building materials, drywall, lumber, carpet, furniture, plumbing)
- Household hazardous waste (i.e. Oil, batteries, pesticides, paint, cleaning supplies,
- Green waste (i.e. vegetative debris, trees, grass clippings, branches, logs, leaves)
- Damaged home furniture (i.e. carpet, beds, sofa, tables)
- Damaged electronic and appliances (i.e. televisions, computers, refrigerators, washers, dryers, stoves)
- Household trash
To ensure efficient flow at each typhoon debris disposal site, residents must adhere to the following:
- Household Waste must be BAGGED – no exceptions
- PRE-SORT AND SEGREGATE your waste prior to your arrival at the typhoon debris disposal site
GEPA personnel will be on-site to inspect debris loads, and waste types not approved for disposal at these four sites will be rejected. The identification, transportation and disposal of household hazardous waste is made possible through the coordination of the Federal Emergency Management Agency and the U.S. Environmental Protection Agency.
GSWA Update:
The Guam Solid Waste Authority (GSWA) continues to face operational challenges, increased volumes, and blocked roads following Typhoon Mawar. GSWA informs residents that if your trash is normally scheduled for pick up on Thursday, and it has not yet been collected, please leave your trash curbside as GSWA will make arrangements to collect the remaining on Monday, June 5, 2023.
GSWA has also revisited inaccessible areas to assess their status and attempted to provide service. Residents who are in areas that are still inaccessible will be attended to as soon as accessible. Additionally, delays in services for this upcoming week are anticipated as GSWA continues to collect trash from all residents, including those who are not registered customers.

Today, Governor Lou Leon Guerrero issued Executive Order No. 2023-04, relative to declaring a state of emergency due to the water supply shortage caused by Typhoon Mawar, and orders such that:
- Pursuant to 9 G.C.A. § 55.60, individuals should only use water supplied by GWA for authorized uses pertaining to public health, safety and welfare. Specific unauthorized uses provided in Section 55.60 include washing motor vehicles, windows, streets, sidewalks and buildings.
- Executive Order No. 2023-04 order shall be effective immediately and shall continue in effect for a period of fifteen (15) days. It shall expire on June 18, 2023, unless otherwise amended or rescinded by further executive order.
Typhoon Debris Disposal Sites Open:
The Guam Environmental Protection Agency (GEPA) along with the Guam National Guard, Department of Public Works and the Guam Department of Agriculture will open four (4) typhoon debris disposal sites. Three (3) additional feeders/circuits were added to the island-wide system for a total of 52 feeders/circuits that are partially energized today. A total of 23 critical substations were energized of the 24 total major GPA substations. Umatac substation restoration is in process.
Current generation capacity is 111MW of capacity online supporting a 92.7MW load.
Work continues to dry out base load units (Piti 8&9 and Cabras 1&2) as they proceed toward being placed online within the next few days. Twelve (12) line crew personnel from Commonwealth Utility Corporation (CUC) CNMI will be arriving Sunday morning to assist in recovery efforts .

GWA Update:
The Guam Waterworks Authority (GWA) provides this Water System Status update:
Northern:
- GWA northern water system is operating normally.
- 55% of operable wells are online.
- There are currently 23 wells on island power and 43 operating on gensets
- GWA continues to operate all available wells to increase reservoir levels throughout the northern system and send more water to the Central System
Central:
- GWA resources and Navy-supplied sources continue to supply Santa Rita and Agat, except in the higher elevation areas of Santa Ana.
- Service on Cross-island road area restored up to Our Lady of Peace.
- The Sinafa area and higher elevations of Santa Rita on Cross-Island Road remain without water.
- Talo’fo’fo main village has been restored but remains susceptible to outages as reservoir levels drop during high demand. Crews continue to monitor the system.
- Tumon, Tamuning, Chalan Pago, and Sinajana will continue to experience intermittent service disruption during peak demand times.
- Most of Mangilao remains without water service.
Southern:
- GWA’s southern water system continues to operate at reduced capacity due to damaged control equipment at the Ugum Surface Water Treatment Plant.
- Water services are restored from Ipan to Umatac, however, higher areas in Umatac have no water until operators can build up water levels in the 1-million-gallon Umatac Sub Reservoir.
- Residents in Yona in extreme high elevations are without water.
- Nine (9) – 6,000 gallon Flexible Potable Water Tanks (FPWT):
North

Residents island-wide who have water service are advised to conserve and limit use for cleaning, bathing, and cooking in order to conserve water to allow reservoir levels to increase.
A precautionary boil water notice remains in place. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.

SBA Business Recovery Center Open:
The U.S. Small Business Administration (SBA) opened an SBA Business Recovery Center in Guam on Saturday, June 3, to provide a wide range of services to businesses impacted by Typhoon Mawar. The SBA Business Recovery Center is open Monday – Friday, 9 a.m. – 6 p.m., and Saturdays from 9 a.m. – 2 p.m., at the U.S. SBA Guam Branch Office, 400 Route 8, Suite 302, Hagatna, Guam, 96910.
Guam Small Business Development Center business advisors can provide business assistance to clients on a wide variety of matters designed to help small business owners re-establish their operations, overcome the effects of the disaster and plan for their future.
Businesses of any size and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. These loans cover losses that are not fully covered by insurance or other recoveries.
For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic Injury Disaster Loan assistance is available regardless of whether the business suffered any property damage.
For business owners who are unable to visit the business recovery center, they may apply online using SBA’s secure website at https://disasterloanassistance.sba.gov/. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information.
The deadline to apply for property damage is July 27, 2023. The deadline to apply for economic injury is Feb. 28, 2024.
DOAG Begins Crop Loss Compensation Assessment:
The Guam Department of Agriculture (DOAG) Agriculture Development Services Division (ADS) will be initiating the application process to assist Guam’s farmers and ranchers with recovery from loss after Super Typhoon Mawar. Preliminary assessments conducted by the ADS division estimates farmers are experiencing 90% – 100% loss.
The Crop Loss Compensation Program (CLCP) provides monetary relief to farmers and ranchers for losses to crops, livestock and/or property, due to natural disasters. Compensation does not cover 100% of the loss but serves more as a recovery support to help farmers and ranchers start fresh.
Priority is given to eligible farmers/ranchers who meet all three of the following criteria:
- Registered with DOAG ADS as Bona Fide farmers/ranchers;
- Engaged in the commercial production of crops (vegetables/fruit trees) and/or livestock; and
- Current and in good standing with production reports (due every six months from date of certification)
Registered subsistence farmers and unregistered commercial and unregistered subsistence farmers will be assessed and considered after all commercial farmers, in good standing, are processed. Registered farmers are required to report their crops and/or livestock quantities and update their Bona Fide six-month reports prior to a storm occurrence. Not reporting prior to the storm does not exclude you from this opportunity. Rather, this advanced notification allows ADS to expedite the processing of their claims. Pertinent information to know for next week:
- Applications for Crop Loss Compensation will be available starting Monday, June 05th.
- Applicants have 10 working days to submit applications with all required documents and/or pictures.
- Documents that assist with processing include: valid identification, listing of crops/livestock losses and amounts (acreage or count), list of equipment lost, timesheets and employment contracts for labor, total acreage farmed, receipts (crop/livestock purchases, fertilizers, water usage, fuel, etc.).
ADS personnel will be stationed at the following locations to issue applications and provide application guidance:
- June 05, 10am to 4pm – Northern location: Farmers’ Cooperative Association of Guam, Southern location: Inalåhan Mayor’s Office
- June 06, 10am to 4pm – Northern location: Farmers’ Cooperative Association of Guam, Southern location: Inalåhan Mayor’s Office

Farmers and ranchers are encouraged to bring valid identification and receipts for items they will claim. The last day to submit applications is June 20 at 4:30 p.m.
As a reminder, any farmer selling produce commercially must comply with Guam law 5 GCA Chapter 68 subsection 68101 (d) and be registered with DOAG ADS as a Bona Fide farmer.
In an effort to support farmers and ranchers with all possible programs available, USDA Farm Services Agency will also be on site to provide information about available federal farmer/rancher programs.

The Federal Emergency Management Agency (FEMA), along with other federal and local partners, have announced that Guam Community College (GCC) will serve as the first Disaster Recovery Center (DRC) in response to typhoon recovery efforts. Disaster assistance may include financial help with temporary lodging and home repairs, as well as other disaster-related expenses.

Utilities Update; GSWA Update; GHURA Update
GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1 p.m.:
- 41.5.% of the System Load (Customer Demand) has been restored.
- 95.8% of GPA’s Substation Energization has been restored.
- 77.8% of GPA’s feeders/ circuits have been energized/restored.
GPA notes that feeders and circuits may be energized only if GPA’s substations are energized and that system load will increase once feeders and circuits are energized.
Five (5) additional feeders/circuits were added to the island-wide system for a total of 49 feeders/circuits that are partially energized today. A total of 23 critical substations were energized of the 24 total major GPA substations. Umatac substation restoration is in process.
Current generation capacity is 111MW of capacity online supporting a 83MW load. Baseload unit Piti #8 to be online today (44MW).

GWA Update:
The Guam Waterworks Authority (GWA) provides this Water System Status update:
Northern:
- GWA northern water system is operating normally.
- 53% of operable wells are online.
- The areas south of the Anderson back gate now have water service.
- GWA continues to operate all available wells to increase reservoir levels throughout the northern system until reservoir levels can be increased.
Central:
- GWA resources and Navy-supplied sources continue to supply Santa Rita and Agat, except in the higher elevation areas of Umang and Santa Ana.
- Service on Cross-Island Road area up to Our Lady of Peace is restored.
- The Sinafa area and higher elevations of Santa Rita on Cross-Island Road remain without water.
- Talo’fo’fo main village has been restored but remains susceptible to outages as reservoir levels drop during high demand. Crews continue to monitor the system.
- Tumon, Tamuning, Chalan Pago, and Sinajana will continue to experience intermittent service disruption during peak demand times.
- Most of Mangilao remains without water service.
Southern:
- GWA’s southern water system is being operated at reduced capacity due to damaged control equipment at the Ugum Surface Water Treatment Plant.
- Water services are restored from Ipan to Umatac, however, higher areas in Umatac have no water until operators can build up water levels in the 1-million-gallon Umatac Sub Reservoir.
- Residents in Yona in extreme high elevations are without water.
- Ten (10) – 6,000 gallon Flexible Potable Water Tanks (FPWT):
North

Residents island-wide who have water service are advised to conserve and limit use for cleaning, bathing, and cooking in order to conserve water to allow reservoir levels to increase.
A precautionary boil water notice remains in place. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.

GSWA Update:
The Guam Solid Waste Authority (GSWA) continues trash collection services following Typhoon Mawar and is providing an update to customers and residents regarding delays in services.
GSWA asks for everyone’s patience and understanding during this challenging time as dedicated staff continue to put their utmost effort to provide service to all residents in single-family homes and apartments with four units or less, including those who are not registered customers of GSWA, and are working diligently to address the increased waste volumes, blocked roads, and operational challenges. This significant increase in waste requires additional time and resources to ensure proper disposal.
GSWA is in the process of completing previously delayed routes, which is expected to be finished by the end of today, June 2, 2023. Furthermore, residents who are normally serviced on Thursday will be serviced on Saturday, June 3, 2023. GSWA requests everyone’s cooperation in leaving their trash curbside if it has not yet been collected. The GSWA team is working tirelessly to address all pending collections as quickly and efficiently as possible.

GHURA Update:
The Guam Housing and Urban Renewal Authority (GHURA) has announced it will resume limited operations effective Monday, June 5, 2023.
Due to the instability of power, water, and connectivity at all GHURA offices, and ongoing repairs needed, please be advised of the following:
- Payments to Section 8 Landlords: These are being processed, however, they may be delayed due to challenges with computer systems and fund transfers within financial institutions. GHURA is doing its best to ensure that payments are received on or before Monday, June 5, 2023.
- Appointments for Section 8 and Public Housing clients: GHURA staff will be contacting all clients with appointments scheduled from May 22 to June 2, 2023, to reschedule appointments. Any documents requiring submission during those dates will be provided new submission dates.
- Waiver of Late fees for all rent and mortgage payments: Late fees will be waived for all rent and mortgage payments due for the month of June.
- Lease terminations: All lease terminations will be extended through June 30, 2023.

DPHSS Cautions Against Standing Water; GPA Update; GSWA Update
DPHSS Cautions Against Standing Water:
The Department of Public Health and Social Services (DPHSS) encourages the public to inspect the premises around their homes and businesses for standing water where mosquitoes may breed. Heavy rainfall may create conditions suitable for increased mosquito breeding, particularly the Aedes mosquito which breeds in containers. Debris strewn by the storm may be collecting water and breeding this mosquito. Aedes mosquitoes are known transmitters of Dengue Fever and Chikungunya virus, and while these two mosquito-borne diseases are not currently found on Guam, they can be imported and spread by Aedes. Neighboring islands in the Pacific, and Asia, frequently endure outbreaks of mosquito-borne diseases.
Take these steps to limit mosquito breeding sites at your home or business:
- Clean all debris, especially those that can hold water.
- Dispose of loose tires.
- Clean pet water dishes regularly.
- Clean, empty, and properly screen or cover containers used to store water.
- Clear roof gutters of debris.
- Properly dispose of all bottles, cans, buckets and other containers that can collect and hold water.
- Plug tree holes.
- Repair leaky outdoor faucets so as not to create standing water.
- Change the water frequently in flower vases and other containers that routinely contain water.
The public is also advised to wear light-colored, loose-fitting clothing during outdoor activities as mosquitoes are attracted to dark colors. When practical, wear long-sleeves and pants when going outdoors. Decrease your risk of mosquito bites by properly applying mosquito repellents containing 20% – 30% DEET as the active ingredient on exposed skin and clothing.

GPA Update:
The Guam Power Authority (GPA) advises the community of the proper use of generators during a power outage. If installed and operated correctly, use of standby or portable electric generators poses little danger, but improper installation or use could be dangerous and even deadly. Follow the directions from the operator’s manual supplied with the generator. Incorrect generator use can lead to carbon monoxide (CO) poisoning, electric shock or electrocution and fire.
GPA provides the following tips for the safe operation of and use of generators:
Connecting the Generator:
- Never try to power house/building wiring by plugging the generator into a wall outlet, a practice known as “back feeding”. It can lead to electrocution of utility workers or neighbors served by the same utility transformer. The only safe way to connect a generator to a house/building wiring is to have a qualified electrician install a power transfer switch.
- Use proper extension cords. Use only safety-tested, shop-type electrical cords designed and rated for heavier, outdoor use to connect appliances.
- Protect your appliances. Turn off or unplug all appliances and lights before you begin operating the portable generator. Once the generator is running, turn your appliances and lights on one at a time to avoid overloading the unit.
Placement of Generator:
- Never use a portable generator indoors – If you or someone starts to feel sick, dizzy or weak while using a generator, move to fresh air right away, do not delay.
- Place the generator in a dry, outside location.
- Place the generator away from windows, doors, and vents that could allow CO to come indoors.
- To avoid electrocution, keep the generator dry. Do not use it in rain or wet conditions. Always operate generators on a dry surface under an open canopy-like structure. Make sure your hands are dry before touching the generator.
Use and Storage of Generator Fuel:
- Turn the generator off and let it cool before refueling. Gasoline spilled on hot engine parts could ignite.
- Store fuel in an approved safety can outside of living areas, preferably in a locked area or other protected area.
- If you spill fuel or do not seal the container properly, invisible vapors can travel along the ground and be ignited by arcs from electric switches in the appliance.
- Use the type of fuel recommended in the generator instructions or on its label.
Shutting down the Generator:
- Before shutting down a generator, turn off and unplug all appliances and equipment being powered by the generator.
Damaged Weatherheads and other Electrical Components
While restoration is ongoing, customers are advised to conduct their own home and property assessment of weatherhead and electrical components, taking necessary steps to repair damages caused by Typhoon Mawar.
Frequently Asked Question: My weatherhead and/or electrical components (meter box, service entrance conduit & cable, riser) are damaged. What should I do? These components are the customer’s responsibility.
- Account holder or authorized person visits any of GPA’s Customer Service lobbies and requests for a work clearance. A GPA representative will issue a work clearance and a GPA Electrical Inspection Report form.
- GPA crew will schedule removal of the service line and meter. Once removed, customers can hire and schedule contractor/master electrician to make repairs. A list of licensed master electricians is available on the Guam Contractors License Board website at http://clb.guam.gov/index.php/contractors-listing/.
- Upon completion of repairs, the master electrician must print name, sign and include ME license number on GPA’s Electrical Inspection Report form. Please contact GPA Customer Service at (671) 647-5787/88/89 or email customersfirst@gpagwa.com, informing representatives of the completed work.
- Customers will be contacted once meter installation and service line reconnection is scheduled. Customers must present an Electrical Inspection Report to GPA crew upon arrival.

Disaster Survivor Assistance Teams to go Door-to-Door; USDA Offers Disaster Assistance
Disaster Survivor Assistance Teams to go Door-to-Door:
Guam residents will start seeing FEMA’s Disaster Survivor Assistance (DSA) crews in neighborhoods today to help Typhoon Mawar survivors apply for federal disaster assistance and to identify needs within communities.
DSA crews primarily focus on helping underrepresented populations that may be hard to reach by traditional channels. Their mission is to assess, and report critical and emerging disaster needs to FEMA leadership for decision-making purposes. Their essential duties include:
- Provide on-site guidance to survivors about the application process, and an overview of FEMA disaster assistance.
- Review survivors’ applications, providing basic information about application status and other eligible assistance, and collecting new information or documents for case files.
- Engage disaster survivors and local officials in identifying immediate unmet needs for a quick resolution via FEMA and/or its partners including voluntary agencies.
- Support community outreach and partnerships with the local, state, tribal or territorial emergency managers, disability partners, private sector, voluntary agencies and faith- and community-based organizations to foster a culture of strengthened alliances to support the delivery of inclusive, equitable services to survivors.
USDA Offers Disaster Assistance:
The U.S. Department of Agriculture (USDA) is offering several programs to help agricultural producers.
Risk Management
For producers who have risk protection through the Noninsured Crop Disaster Assistance Program (NAP), USDA recommends reporting crop damage to the local Guam Farm Service Agency (FSA) office. Those with NAP coverage can file a Notice of Loss (Form CCC-576) within 15 days of loss becoming apparent, except for hand-harvested crops, which should be reported within 72 hours.
Disaster Assistance
USDA also offers disaster assistance programs, for livestock, fruit and vegetable, specialty and perennial crop producers. First, the Livestock Indemnity Program (LIP) and Emergency Assistance for Livestock, Honeybee and Farm-raised Fish Program (ELAP) reimburses producers for a portion of the value of livestock, poultry and other animals that died as a result of a qualifying natural disaster event or for loss of grazing acres, feed and forage. The Tree Assistance Program (TAP) also provides cost share assistance to rehabilitate and replant tree, vines or shrubs loss experienced by orchards and nurseries. For LIP and ELAP, producers will need to file a Notice of Loss for livestock and grazing or feed losses within 30 days and honeybee losses within 15 days. For TAP, individuals will need to file a program application within 90 days.
Documentation
It is critical to keep accurate records to document all losses following this devastating typhoon event. Crop producers are advised to prepare acreage and production data which include, but are not limited to; type of crops, planting dates, farm acreage, and production data. Livestock producers are advised to document beginning livestock numbers by taking time and date-stamped video or pictures prior to and after the loss.
Other common documentation options include:
- Purchase records
- Production records
- Vaccination records
- Bank or other loan documents
- Third-party certification
Other Programs
The Emergency Conservation Program and Emergency Forest Restoration Program can assist landowners and forest stewards with financial and technical assistance to restore damaged farmland or forests. Additionally, FSA offers a variety of loans available including emergency loans that are triggered by disaster declarations and operating loans that can assist producers with credit needs. You can use these loans to replace essential property, purchase inputs like livestock, equipment, feed and seed, or refinance farm-related debts, and other needs.
Meanwhile, USDA’s Natural Resources Conservation Service (NRCS) provides financial resources through its Environmental Quality Incentives Program to help with immediate needs and long-term support to help recover from natural disasters and conserve water resources. Assistance may also be available for emergency animal mortality disposal from natural disasters and other causes.

Business Sector Disaster Management Assessments; Recovery Efforts Continue; GSWA Update; Recovery Safety Tips; No Burn Notice in Place; Road Safety
Business Sector Disaster Damage Assessments:
Pursuant to the Guam Comprehensive Emergency Management Plan, the Bureau of Statistics and Plans (BSP) conducted a Business Sector Disaster Damage Assessment (BSDDA) of Guam’s business/commercial following the passage of Typhoon Mawar. BSP, along with representatives from the Guam Visitors Bureau, Department of Land Management, Guam Economic Development Authority, Department of Chamorro Affairs and the Port Authority of Guam conducted the BSDDA on May 26-27 and May 30-31, 2023.
A sample of business establishments were surveyed for damages to building structure, equipment and merchandise. The total dollar damage loss estimate reported by Guam’s commercial sector is $111,791,358 and is specified as follows: $65,010,843 for building damage, $38,378,325 for equipment damage and $8,402,190 for merchandise damage.
A total of 433 businesses were visited including 15 hotels. Of the 434 businesses visited, 231 or 53% of the businesses reported damages (191 provided cost damage estimates and 40 did not provide cost damage estimates); 28 or 6% of the businesses reported no damages; 156 or 36% of the businesses were closed; and 18 or 4% of the businesses declined to participate or no information was provided.
Due to the short time constraints to complete the business damage assessment, the report does not account for potential losses from numerous businesses that closed due to power and water outages shortly after the passing of Typhoon Mawar.

Recovery Efforts Continue:
- The Guam Power Authority continues its restoration efforts, reporting more than 34.5% of customer demand is restored, with crews working 24-hour shifts. The authority has restored 95.8% of substation energization, which includes power to 23 of 24 critical substations that will result in increased power to more residents. Twelve (12) line crew from Commonwealth Utility Corporation (CUC) CNMI will be arriving to Guam in the next few days to assist in recovery efforts.
- The Guam Waterworks Authority reports that 53% of water systems are online. GWA is working with FEMA to expedite generators to high-producing well sites, and has two currently being deployed, with an additional eight generator installations in progress for pump stations.
- The Guam Regional Transit Authority (GRTA) public transit services are operational Monday through Saturday, from 7 a.m. to 6 p.m. The GRTA paratransit services are operational Monday through Saturday, from 6 a.m. to 6 p.m.
- The Federal Emergency Management Agency (FEMA) is working with local and territorial officials to determine Disaster Recovery Center locations. Once open, survivors can visit these centers to receive one-on-one help with their disaster registration process and emergency assistance.
- The U.S. Army Corps of Engineers has about 135 responders in Guam supporting temporary power, temporary roofing and debris missions. The first generator has been installed to help provide water to a village of roughly 6,000 residents.
- The U.S. Coast Guard is conducting underwater surveys of transit channels and piers to remove any storm-related debris while its pollution response teams continue to assess vessels in the area.
- Members of the Hawaii National Guard are deployed to supplement Guam National Guard soldiers through the Emergency Management Assistance Compact.
- Nearly 50% of cell towers are now operational in Guam.
- Three (3) shelters remain open in Guam with an overnight population of more than 697.
- Tankers with liquefied petroleum gas and jet fuel are offshore, to be offloaded to help with increased fuel demand throughout Guam.
- The American Red Cross is providing 1,200 meals per day, two (2) hot meals to shelterees and delivering emergency relief supplies to about 3,000 households, which includes clean up kits to help survivors with their recovery. - The Salvation Army is delivering food to Guam’s Department of Youth Affairs correctional facility.
- The U.S. Department of Health and Human Services has a 14-person team supporting response activities in Guam Memorial Hospital and a 15-person team supporting Guam Regional Medical City Hospital.
GSWA Update:
Since resuming collections on Monday, May 29, 2023, the Guam Solid Waste Authority (GSWA) has collected over 771 tons of trash. This significant increase in waste requires additional time and resources to ensure proper disposal.
GSWA is in the process of completing Wednesday routes, which is expected to be finished by the end of today, June 1, 2023. Residents who are normally serviced on Thursday will be serviced on Friday, June 2, 2023. GSWA requests everyone’s cooperation in leaving their trash curbside if it has not yet been collected, as GSWA continues to address all pending collections as quickly and efficiently as possible, to all residents in single-family homes and apartments with four (4) units or less, including those who are not registered customers of GSWA.
Recovery Safety Tips:
- Make sure food is safe to eat. Residents should throw out any perishable food in their refrigerator that has not been refrigerated at 40° F degrees or lower or if their refrigerator has been without power for over four hours. Never taste food to determine if it is safe to eat.
- Be safe using generators. Generators can help during a power outage but can present serious health and safety risks. Only use a generator outdoors and far from open doors and windows to prevent carbon monoxide poisoning. Visit Ready.gov/power-outages for more on how to use generators safely.
- Avoid downed power or utility lines. They may be live with deadly voltage. Stay away and report them immediately to the Guam Power Authority. Do not cut or cover cables with debris.
- Exercise caution when cleaning and making repairs. Residents who are returning home, should:
- Wear protective clothing and appropriate face coverings or masks if cleaning mold or other debris, and always work with someone else.
- Document any damage with photographs and contact their insurance company so they can quickly file a claim.
- Ask for help if moving heavy debris in or around their home.
- Boil or use bottled water. As a precautionary boil water notice remains in effect for Guam, residents should continue to use bottled water or boil their water for cooking, drinking and hygiene.
- Stay tuned to local authorities. With heavy rains forecasted, residents should take these precautions:
- If driving, be alert for low visibilities and slippery roads in heavy rain.
- Slow down where water is ponding on the road.
- Avoid walking or driving through flood waters.
- Do not camp, park or hike along streams and rivers.
No Burn Notice Remains in Place:
The Guam Fire Department (GFD) maintains a No Burn Notice for the entire community due to ongoing recovery efforts. GFD is focusing efforts on life and property preservation.
Road Safety for Traffic Control Point:
The Guam Police Department, and other local Law Enforcement Officers and Soldiers with the Guam National Guard continue to maintain traffic flow within the heavily congested intersections. As a reminder to the community, a vehicle approaching a traffic light at any intersection unmanned without a working light should come to a complete stop.
When approaching a manned intersection, it is advised to proceed with caution and be prepared to stop. With heavy rains and minimal lighting, our officers and guardsmen operate with highlighted vests to assist in increasing their visibility for all motorists. Motorists are asked to adhere to all rules and regulations pertaining to Guam Law Title 16.

GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1 p.m.:
- 28.0% of the System Load (Customer Demand) has been restored.
- 95.8% of GPA’s Substation Energization has been restored.
- 61.9% of GPA’s feeders/ circuits have been energized/restored.
- 5 additional feeders/circuits added to the island-wide system
- 23 critical substations energized of the 24 total major GPA substations.
- Generation Capacity: 111 megawatts (MW) of capacity are online supporting 52MW load.
GPA notes that feeders and circuits may be energized only if GPA’s substation is energized and that system load will increase once feeders and circuits are energized.

Flood Watch Remains in Effect; Practice Caution on the Roadways
The National Weather Service (NWS) Guam Weather Forecast Office maintains a flood watch, in effect for Guam through late Sunday night. Flash flooding caused by excessive rainfall is possible.
Residents and visitors are advised to take the following precautionary actions:
- If driving, be alert for low visibilities and slippery roads in heavy rain;
- Slow down where water is ponding on the road;
- Turn Around, Don’t Drown. Avoid walking or driving through floodwaters. Just 6 inches of moving water can knock you down, and 2 feet of water can sweep your vehicle away;
- Do not camp, park, or hike along streams and rivers. These areas can floodquickly and with little warning.
Excessive runoff may result in flooding of rivers, streams, and other low-lying and flood-prone areas. A wet pattern looks to continue through the weekend, with at least a few opportunities for locally heavy rainfall.
The Offices of Guam Homeland Security and Civil Defense (GHS/OCD) remind the community to practice caution while traveling in rainy conditions, driving below the speed limit and allowing enough braking distance between vehicles.

FEMA Update:
Guam homeowners and renters who were affected by Typhoon Mawar can register with FEMA by calling 1-800-621-3362, visiting disasterassistance.gov or downloading the application on the FEMA App. For more information about registration, processing and FEMA’s Individual Assistance Programs, visit fema.gov.
When you apply for assistance, have the following information ready:
- A current phone number
- Address at the time of the disaster and the address where you are now staying
- Social Security number
- List of damage and losses
- Banking information if you choose direct deposit
- If insured, the policy number or the agent and/or the company name
Survivors may be eligible to receive assistance for uninsured and underinsured damage and losses resulting from Typhoon Mawar. If you have homeowners, renters or flood insurance, you should file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.
Disaster assistance may include financial help with temporary lodging and home repairs, as well as other disaster-related expenses.

Do Not Wait to Clean and Repair:
Residents should not wait for a visit from a FEMA housing inspector or their insurance company to start cleaning up and making repairs. However, you should take photographs of damage and keep recovery-related receipts. Insurance companies may need both photographs and receipts, while FEMA may need receipts.
It is important that you first check for structural damage to your damaged home before entering it and to report it to local officials. Cleanup requires throwing away wet contents like bedding, carpet and furniture because of health issues that may arise with mold. Follow local government guidance for disposing of damaged furnishings and other items.
ARC Emergency Assistance Items:
The American Red Cross (ARC), working alongside village mayors and faith-based organizations, is providing emergency assistance items to residents that have been displaced, or whose homes were destroyed, due to Typhoon Mawar. The following items are made available to those in need:
- Tarp
- Flashlight
- Cooler
- Clean-up kits: squeegee, push brooms, brush, work gloves, latex gloves, bleach, trash bags, sponge
- Bucket
Emergency assistance supplies are available for residents whose homes were destroyed as a result of Typhoon Mawar, meaning a total loss of structure, the structure is not economically feasible to repair, or complete failure to major structural components (e.g., the collapse of basement walls/foundation, walls or roof).

HHS Support to Healthcare:
This week, the U.S. Department of Health and Human Services (HHS), through the Administration for Strategic Preparedness and Response (ASPR), deployed disaster response personnel from the National Disaster Medical System (NDMS) to Guam to address the health impacts of Typhoon Mawar.
HHS deployed over 48 NDMS Health and Medical Task Force (HMTF) and Incident Management Team (IMT) personnel to support emergency response efforts. Two HMTF teams are providing medical support to Guam Memorial Hospital in Tamuning and Guam Regional Medical City in Dededo, while IMT members are managing operations, planning, and logistics on the ground. NDMS and IMT personnel, both part of ASPR, are working with FEMA, ASPR Regional Emergency Coordinators, territorial health authorities, and emergency response officials to determine if any additional federal public health and medical resources may be needed to aid in responding to Typhoon Mawar.
HHS’ Disaster Distress Helpline, sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA) at 1-800-985-5990, can provide immediate counseling to anyone affected by Typhoon Mawar. Callers can connect with counselors in over 100 languages; a videophone option is available to support the deaf or hard-of-hearing.

USDA Update:
The U.S. Department of Agriculture (USDA) is encouraging local sponsors to submit project requests for funding through the Infrastructure Investment and Jobs Act. The USDA Natural Resources Conservation Service (NRCS) administers the Emergency Watershed Protection (EWP) Program which responds to emergencies created by natural disasters. It is not necessary for a national emergency to be declared for an area to be eligible for assistance.
The EWP Program is a recovery effort aimed at relieving imminent hazards to life and property caused by floods, fires, windstorms, and other natural disasters. All projects must have a project sponsor. NRCS may bear up to 75 percent of the eligible construction cost of emergency measures (90 percent within limited-resource areas as identified by the U.S. Census data). The remaining costs must come from local sources and can be in the form of cash or in-kind services. EWP is designed for installation of recovery measures to safeguard life and property as a result of a natural disaster. Threats that the EWP Program addresses are termed watershed impairments. These include, but are not limited to:
- debris-clogged waterways,
- unstable streambanks,
- severe erosion jeopardizing public infrastructure,
- wind-borne debris removal, and
- damaged upland sites stripped of protective vegetation by fire or drought.
Funding is available for new projects as well as those already submitted to NRCS. NRCS will give additional consideration to projects in historically underserved communities that directly benefit limited resource areas or socially disadvantaged communities. NRCS will continue to review as funding is available.
Eligible project sponsors include state government entities, local municipalities, conservation districts, and federally-recognized tribal organizations. Sponsors are encouraged to reach out to their local District Conservationist see contact information above and/or their state’s/territorial NRCS Watershed Program Manager John Mathews John.mathews@usda.gov or (808) 600-2922 with watershed concerns as soon as possible to ensure their project request is in the funding queue for consideration.
Donations Not Accepted at the Shelters:
The Guam Department of Education schools that were used for Emergency Shelters from Typhoon Mawar are not accepting donations on site.

Guam Cancer Care Open
Guam Cancer Care will remain open and accessible for all cancer patients in need of direct support services. These services include but are not limited to: transportation to treatment, patient supplies and pharmaceutical drugs prescribed to them for treatment.

FEMA Individual Assistance Available; SBA Update; Business and Farmers Assessments Underway
FEMA Individual Assistance Available:
President Biden approved Governor Lou Leon Guerrero’s request for Individual Assistance from the Federal Emergency Management Agency (FEMA), which provides grants for homeowners and renters like rental assistance and money for home repairs. FEMA inspectors will perform home by home assessments to initiate the process to provide direct relief to our people.
Register with FEMA by calling 1-800-621-3362, visiting disasterassistance.gov or downloading the application on the FEMA App. For more information about registration, processing and FEMA’s Individual Assistance Programs, visit fema.gov.
In-person application sites are anticipated to be announced soon.
SBA Low-Interest Federal Disaster Loans Available
The Small Business Association (SBA) advised low-interest federal disaster loans are now available to Guam businesses and residents as a result of President Biden’s major disaster declaration. The declaration covers Guam as a result of Typhoon Mawar that began May 22.
Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. SBA can also lend additional funds to businesses and homeowners to help with the cost of improvements to protect, prevent or minimize the same type of disaster damage from occurring in the future.
For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available to businesses regardless of any property damage.
Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property, including personal vehicles.
Interest rates can be as low as 4 percent for businesses, 2.375 percent for private nonprofit organizations and 2.5 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.
To be considered for all forms of disaster assistance, survivors must first contact the Federal Emergency Management Agency at www.disasterassistance.gov. As soon as Federal-Territory Disaster Recovery Centers open throughout the affected area, SBA will provide one-on-one assistance to disaster loan applicants. Additional information and details on the location of disaster recovery centers is available by calling the SBA Customer Service Center at (800) 659-2955.

Green Waste Disposal Updates – Barrigada, Dededo and Santa Rita:
The Government of Guam’s green waste transition sites are open for residential green waste disposal. Each site is operational 6 a.m. to 6 p.m., 7 days a week. These sites will accept only green waste, vegetative waste, and yard trimmings. All other disaster debris including, but not limited to metallic waste, white goods, bulky household waste, household hazardous waste, and household trash will be REJECTED. Residents are advised that site locations are subject to change based on capacity.

GCC Update:

DPHSS Update:
The Department of Public Health and Social Services (DPHSS) Northern Regional Community Health Center (CHC) and Pharmacy in Dededo and Southern CHC in Inalahan will be closed until further notice. Patients will be contacted for rescheduling.
DPHSS released a listing of active merchant accounts to assist clients under the Supplemental Nutrition Assistance Program (SNAP) Electronic Benefits Transfer (EBT) from the period of May 25, 2023 through May 27, 2023. Availability of merchants to process SNAP-EBT purchases ultimately depends on the merchant’s access to both power and a connection to the internet.

Matson Update:
Matson announced it will contribute $350,000 in transportation and in-kind services toward disaster relief in Guam, Micronesia and the CNMI, and expects to begin delivering relief supplies on voyage Manukai 237, scheduled to arrive on Tuesday, June 6. Matson’s vessel, Maunawili, arrived on May 28 following the reopening of the Port of Guam and discharged 454 containers of general goods.
Matson is working with FEMA and the American Red Cross to facilitate shipments of relief supplies to Guam for the recovery process in the coming weeks and months. For detailed service schedules visit Matson.com.

GSWA Service Update:
The Guam Solid Waste Authority (GSWA) will be providing free trash collection services to all residents, including those who are not registered customers of GSWA.
GSWA urges the community to take not of the following important information regarding trash collection services and other updates related to GSWA operations and typhoon recovery efforts which will be in effect for the next two weeks:
- Curbside Trash Collection for All Residents:
- Curbside collections will run from 3 a.m. to 7 p.m.
- GSWA will collect trash from all residents, including homes not registered with GSWA for free and for the next two weeks
- Residents who do not have GSWA issued trash carts must ensure that all trash is bagged and/or placed in a personal trash container and placed curbside for collection
- Customers who have GSWA issued recycle carts may use them for excess trash
- Unfinished collection routes will continue to the next day to ensure all scheduled areas are serviced
- Construction debris and green waste, including leaves, branches, trees, and plants will not be collected
- Temporary Suspension of Curbside Recycle and Bulky Waste Collection:
- Curbside recycle collection and bulky waste collection services are suspended until further notice
- Customers who have current bulky waste appointments will be contacted for rescheduling once bulky waste collections resume
- Bulky waste items such as appliances and furniture will be accepted free of charge at the residential transfer stations located in Harmon, Hågat, and Malojloj
- Residential Transfer Stations (Harmon, Hågat, and Malojloj):
- Free of charge for residential use for disposal of trash and bulky waste.
- Household appliances and furniture will be accepted.
- Open 7 days a week from 9 a.m. to 5 p.m.
- Replacement Trash Carts:
- Customers may obtain a replacement cart by visiting the GSWA Customer Service office
- A replacement fee of $74.75 must be paid prior to the reissuance of a cart.
- Cash or check payments accepted at the GSWA main office
Due to the increase in waste volume and several roads still blocked by typhoon debris, some delays may occur. Collection routes will also be coordinated with the Department of Public Works and the Guam Power Authority as those agencies are conducting work along roads and to avoid any conflicts or disruptions during the recovery process.

GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. As of 4 p.m., GPA reports:
- 21% of the System Load (Customer Demand) has been restored.
- 76.9% of GPA’s Substation Energization has been restored.
- 47.6% of GPA’s feeders/ circuits have been energized/restored.
GPA notes that feeders and circuits may be energized only if GPA’s substation is energized and that system load will increase once feeders and circuits are energized.

GWA Update:
As of 2 p.m., the Guam Waterworks Authority (GWA) provided the following update on water restoration progress:
Northern Region:
- Currently 50% of operable wells are on-line
- GWA continues to operate all available wells to increase reservoir levels throughout the northern system
- Tumon and Tamuning have water, but low pressures persist causing outages in some areas until reservoir levels can be increased
Central Region:
- Connection to Navy-supplied sources at Santa Rita-Sumai and Nimitz Hill has been restored
- With the exception of Finile and Santa Ana areas, service was restored to Santa Rita-Sumai and Hågat
- The Navy has increased flows in Santa Rita-Sumai and in Piti to assist with recovery
- Talo’fo’fo main village has been restored, with minor outages being reported as crews are assessing for any line breaks
- Service on Cross-island road area restored up to Our Lady of Peace
Southern Region:
- Southern water system will operate at reduced capacity until damaged control equipment at the Ugum Surface Water Treatment Plant is resolved
- Water services were restored from Ipan to Malesso’
- Main break repairs completed in Inalåhan
- Restoration of Humåtak is ongoing
GWA has deployed nine (9) 6,000 gallon Flexible Potable Water Tanks in:
- Santa Teresita, Mangilao
- Mongmong-Toto-Maite Mayor’s Office
- Dededo Mayor’s Office
- Joseph’s Catholic Church, Inalåhan
- Malesso’ Pier
- Hågat Mayor’s Office
- Chalan Palauan, Dededo

President Biden Approves Governor Leon Guerrero’s Request for FEMA Individual Assistance
This morning President Biden approved Governor Lou Leon Guerrero’s request for Individual Assistance from the Federal Emergency Management Agency (FEMA), which provides grants for homeowners and renters like rental assistance and money for home repairs. FEMA inspectors will perform home-by-home assessments to initiate the process to provide direct relief to our people.
“We are appreciative of the work we’ve already accomplished with our territorial and federal partners and I’m happy to announce that more relief is on the way,” said Governor Lou Leon Guerrero. “As our community continues making progress towards recovery in the wake of Typhoon Mawar, I’ve been assured that Guam will be provided with every necessary resource for a complete and speedy recovery.”
“FEMA is dedicated to helping Guam recover from Typhoon Mawar,” said FEMA Federal Coordination Officer Bern Ruiz. “Residents who suffered damages to their home as a result of the storm should contact FEMA to register. DPW Update:
The Department of Public Works (DPW) Highway Maintenance Construction Section (MCS) has been working pre-typhoon ensuring the roadways remain accessible for emergency responders and essential government workers. Work was focused at the following sites pre-storm, that have been prone to flooding and heavy vegetation foliage:
- Polaris Outfall Southbound, Piti
- Finile Drive, Hågat
- RR Cruz Subdivison, Hågat
- Barcinas Manel Channel and Culverts, Malesso’
- Patpuguan Bridge, Malesso’
- Routed Roads (1, 4, 2, 10, 16, 15, 3, 9) – Island-wide
- Storm Drainage Grills – Island-wide
- Line Ditch Swells Along Rt. 11
- Rt. 16, Maina Line Ditch
Upon the passage of Typhoon Mawar and at first daylight, crews from DPW’S MCS continued efforts in clearance of debris on major roadways which allowed the quick response from the Government of Guam and counterparts from the Federal Emergency Management Agency (FEMA) to conduct damage assessments. - DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.
- Bring all water to a boil, let it boil for three (3) minutes, and let it cool before using or use bottled water.
- Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.
- Boiling kills bacteria and other organisms in the water.

GTA Restoration Update:
GTA is actively working 24/7 on post-typhoon restoration. The core network is operational with stable off-island internet, but there are outages in wireless services in certain areas. Priority is given to larger sites serving residential and business customers. GTA is also prioritizing restoration to public safety and health facilities. However, the lack of island power and fuel shortages are causing some challenges for the restoration process.
To support customers, GTA is waiving disconnection fees and freezing disconnections until further notice.
Updated operating hours are Micronesia Mall (10AM-6PM) and GTA Support Center (7AM-7PM), while the GTA Experience Center and retail locations remain closed. For assistance, please contact the support center at 671-644-4482, visit www.gta.net, or email ask@gta.net.
Docomo Pacific Restoration Update:
Docomo Pacific has been working with its technology crews to make island-wide assessments in Guam, Saipan, Tinian and Rota since Typhoon Mawar.
For Guam customers, the majority of cell sites did not suffer major damage due to Typhoon Mawar. The primary issue at this time is getting island power restored to the sites. Docomo Pacific is working closely with Guam Power Authority to restore services. Generators have been deployed at strategic sites to maximize coverage, and to ensure a stable power supply for as many mobile sites as possible.
The fiber network for southern villages supporting several mobile cell sites has sustained storm damage. This means that even if these sites were powered with a portable generator, there is no mobile service connectivity at this time. This is on the list of high priorities, along with restoration to public safety and health care facilities. No disconnections were announced until further notice, as well as no data caps for all mobile data customers and load-free prepaid service.
IT&E Restoration Update:
IT&E is working around the clock to restore services. Generators have been deployed to undamaged cell sites that can be accessed safely and that have connectivity to the network. Southern cell sites suffered significant damage from the typhoon. IT&E is unable to provide a timeline for restoration at this time, but is working to deploy a solution.
All prepaid subscribers get unlimited service, regardless of prepaid plan. Data caps have been lifted for all postpaid subscribers and tethering is available for all postpaid subscribers, free of charge. Service suspension due to nonpayment is postponed until further notice.

Emergency Shelter Update:
Effective immediately, emergency shelters will no longer be accepting residents who have been displaced by Typhoon Mawar. As shelterees begin returning home to clean and assess damages, the current shelter capacity has decreased to 815.
Port Authority of Guam Update:
Port Authority of Guam (PAG) operations will resume today and will offload a Matson container ship. Yesterday, the PAG terminal yard was completely cleaned up. PAG confirmed that Gantry 5 is operational after addressing damage to conduits and its circuit board. Gantry 4 and Gantry 6 have issues with their computer boards and are currently being serviced.
As of 10:30 a.m. today, the U.S. Coast Guard issued the all-clear to open from the waterway perspective while PAG immediately issued the all-clear from the dockside. PAG has received notice of arrivals for two vessels and is ready to service those vessels. Additionally, Guam Customs and Quarantine officers are ready for operations. Matson was scheduled to arrive at noon today, with APL to dock once discharge of Matson’s Maunawili is completed. Matson’s Manoa and Papa Mau are also scheduled to arrive May 30, 2023.
Guam Airport to open regular flight operations:
After working around the clock to address the impacts to the airport terminal building, equipment, and operations by Typhoon Mawar, the Guam International Airport Authority on May 29, 2023 at 3:00 p.m.
The Airport has phased in to normal operations with a restricted opening for humanitarian and essential cargo flights on May 25, 2023, bringing much needed supplies and emergency personnel to Guam. These operations will continue for typhoon recovery efforts.
Airlines are anticipated to file their flight plans with the GIAA to begin flight operations and to bring
their regularly scheduled operations online. Passengers are advised to contact their airlines directly

Utilities Update
GPA Update:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:
- 16.2% of the System Load (Customer Demand) has been restored.
- 65.4% of GPA’s Substation Energization has been restored.
- 27.0% of GPA’s feeders/ circuits have been energized/restored.
GPA notes that feeders and circuits may be energized only if GPA’s substation is energized and that system load will increase once feeders and circuits are energized.

GWA Update:
Water System Status for Guam Waterworks Authority (GWA):
Northern:
- GWA northern water system is operating normally but with limited capacity.
- Two wells were restored to island power overnight.
- GWA continues to operate all available wells to increase reservoir levels throughout the northern system.
Central:
- The Central system is operating, but with reduced transfer of water from northern wells still affecting service.
- Water service to Santa Rita and Nimitz Hill (except Turner Road area and higher elevations in Piti village) has been restored.
- Restoration of Agat is on-going.
- Service to Talofofo village and the Windward Hills area has been restored up to Our Lady of Peace.
- The Sinifa area along Cross-island Road remains without service.
Southern:
- GWA’s southern water system is being operated at reduced capacity due to damaged control equipment at the Ugum Surface Water Treatment Plant.
- Restoration has occurred in Ipan, Malojloj and Inarajan however GWA crews are currently repairing a main break in Inarajan before restoration can continue to Malesso.
- Eight (8) – 6,000 gallon Flexible Potable Water Tanks (FPWT):
- Mongmong-Toto-Maite Mayor’s Office

- Malesso’ Pier

Residents island-wide who have water service are advised to conserve and limit use for cleaning, bathing, and cooking in order to conserve water to allow reservoir levels to increase.
As a precaution, water obtained from these designated locations must be boiled for at least three (3) minutes prior to consumption. A precautionary boil water notice remains in place due to possible bacterial contamination in the water that can occur when increased run-off enters a drinking water source following heavy rains.
Boil Water Notice Tips:
- DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.
- Bring all water to a boil, let it boil for three (3) minutes, and let it cool before using or use bottled water.
- Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.
- Boiling kills bacteria and other organisms in the water.

GWA Recovery Efforts Continue
The Guam Waterworks Authority (GWA) continues its restoration and post-typhoon recovery efforts. GWA reports that as of 10:00 a.m.:
- 47% of operable wells are online. Crews are working to restore 31% needing power or minor repairs. 17% require motor replacements
- Wastewater System: Northern District and Inalåhan wastewater treatment plants are in normal operation. GWA is working to address storm damage at the Hagåtña , Humåtak-Malesso’, and Santa Rita-Sumai locations.
- Southern water system being operated at reduced capacity due to damaged control equipment at the Ugum Surface Treatment Plant. Water services were restored from Ipan to Inalåhan, but a main break repair in Inalåhan is ongoing. Humåtak remains with partial service, and Malesso’ is still without service pending repair in Inalåhan.
- In addition to the four water tankers announced yesterday, GWA has deployed four (4) more 6,000 gallon Flexible Potable Water Tanks (FPWT) to include:
- Mongmong-Toto-Maite Mayor’s Office
- Inalåhan Mayor’s Office
- Malesso’ Pier
- Hågat Mayor’s Office

The American Red Cross (ARC), working alongside village mayors, provided emergency assistance items yesterday to residents whose homes were destroyed, due to Typhoon Mawar.
At this time, the supplies are no longer available. Residents are advised to refrain from going to the village Mayor’s Office for these supplies and stay up to date with the latest information for other opportunities, once available.

Visitor industry works toward storm recovery
The Guam Visitors Bureau (GVB) and the Guam Hotel and Restaurant Association (GHRA) are working in tandem for visitor industry response efforts as the island works to recover from Typhoon Mawar.
5-6K visitors impacted
GVB and GHRA are developing a visitor support program to assist stranded visitors impacted by the typhoon to include meal vouchers, airport transportation and future optional tours. Based on data from GVB’s research department, an estimated 5,000 to 6,000 visitors are stranded on the island, not including military. Of that amount, over 3,200 are Korean visitors.
As a result of this, GVB and the Korean Consulate’s Office have formed a partnership to support transportation of visitors who need immediate medical services. The consulate’s office has identified volunteers in the local Korean community that can assist visitors with translation and support for medical inquiries.
Additionally, the GVB Visitor Concierge Program has been assisting visitors impacted by the storm. The main hotline for visitors that speak Korean, Japanese or Mandarin Chinese is (671) 588-3030.
The Guam Medical Association has also provided a listing of clinics that help with urgent healthcare needs of tourists at the request of GVB management.

Federal assistance and fuel needs
GHRA is working to support FEMA teams that are arriving on island to provide federal assistance with lodging and transportation services. Additional critical federal response workers are anticipated to be on island in the coming days. GHRA is also working with the Guam Waterworks Authority (GWA) and Guam Power Authority (GPA) on restoration efforts for water and power to hotels that are currently off the grid and relying on limited resources.With a supply chain issue with fuel being resolved, the tourism industry has been informed distribution trucks have started to deliver much needed fuel to vendors around the island who are in great need of gasoline, diesel and LP gas.
GVB and GHRA have included a Frequently Asked Questions (FAQ) sheet that provides guidance to common inquiries dealing with stranded visitors.

Critical Infrastructure Updates; American Red Cross Supplies Available to Residents

- The new Winward Hills Reservoir was put online after chlorination reached acceptable levels. providing partial service to the village of Talo’fo’fo
- GWA crews continue to work to repair a water main break in Hågat before service can be restored
- GWA’s southern water system is being operated at reduced capacity due to damaged control equipment at the Ugum Surface Water Treatment Plant. Restoration has commenced toward the Malojloj pump station to restore service to downstream lines and tanks in Malojloj, Inarajan, and Malesso, however, GWA crews are monitoring for breaks that may have occurred and must be repaired before restoration can be completed.
- GWA has deployed four 6000-gallon Flexible Potable Water Tanks overnight in Mangilao, Ordot, and Dededo. Two more are being prepped and will be deployed to Merizo and Agat later today. Once the tanks are depleted, they will be refilled and returned to service at locations still without water.

GSWA Service Update:
The Guam Solid Waste Authority (GSWA) will resume curbside trash collection services on Monday, May 29, 2023. GSWA will prioritize accessible routes and provide curbside collection services to these areas. GSWA will schedule additional collections for customers located in inaccessible areas as roads are cleared. Customers are reminded to place their trash carriers on the curb the night prior to their designated collection day.
GSWA Residential Transfer Stations located in Harmon, Hagåt, and Malojloj will reopen Tuesday, May 30, 2023. Transfer stations will operate seven days a week from 9 a.m. to 5 p.m. until further notice. GSWA Customer Service and administrative offices have resumed normal business hours. Open Burning Unauthorized:
The Guam Fire Department (GFD) reminds our community to refrain from burning debris. Low water supply throughout the island will challenge the response to extinguishing fires. Residents are urged to call their respective village mayor’s office for guidance on disposing of debris and to call the Guam Fire Department to report unauthorized burning.
Guam International Airport Authority:
The A. B. Won Pat International Airport Authority, Guam (GIAA) issued a Notice to Air Missions (NOTAM) at 9 a.m. today after completing the final inspection of the airfield and navigational aids, and opening Runway 6L/24R for operations.
GIAA is open for humanitarian and essential cargo operations only and prior permission for landing is required. GIAA received the first cargo flights coming in this morning from Saipan, Rota, Kwajalein, and Yap transporting military relief personnel, equipment, and essential cargo.
GIAA anticipates the first relief flights will follow tomorrow, transporting FEMA and critical federal response personnel coming to aid in the island’s recovery from Typhoon Mawar. For these initial relief flights, GIAA is working with the US Customs and Border Protection and Guam Customs and Quarantine for humanitarian personnel clearance.
The Airport previously announced the anticipated resumption of commercial passenger services on Tuesday,
May 30, 2023, which is aligned with the NOTAM issued. GIAA will be meeting with airlines on the plan of
execution. GIAA continues its recovery efforts to resume inbound and outbound passenger processing, and testing of all GIAA and federal regulatory technical systems and equipment required for safe and secure passenger processing is ongoing to ensure conformance with regulatory and security requirements.

Matson Update:
Matson’s vessel Maunawili 234W, originally scheduled to arrive Tuesday, May 23, remains positioned nearby and poised to enter Apra Harbor as soon as given the all-clear. Matson plans to commence cargo operations immediately upon arrival.
Refrigerated containers have been fully powered throughout the voyage and those not picked up immediately by customers will continue to be powered with available resources in the terminal. Matson’s next two scheduled Guam voyages remain on time, with Manoa 483W showing an ETA of Tuesday, May 30, and Manukai 237W showing an ETA the following Tuesday, June 6.
ARC Emergency Assistance Items:
The American Red Cross (ARC), working alongside village mayors, is providing emergency assistance items to residents that have been displaced, or whose homes were destroyed, due to Typhoon Mawar. The following items are made available to those in need:

- Clean-up kits: squeegee, push brooms, brush, work gloves, latex gloves, bleach, trash bags, sponge
- Bucket
ARC emergency assistance supplies are available for residents whose homes were destroyed as a result of Typhoon Mawar, meaning a total loss of structure, the structure is not economically feasible to repair, or complete failure to major structural components (e.g., the collapse of basement walls/foundation, walls or roof).

The leadership team will meet with school administrators to discuss high school graduation ceremonies, summer school 2023, and other educational matters.

The National Weather Service (NWS) Weather Forecast Office Guam has the following advisories in effect:
A high surf warning remains in effect for Guam, Rota, Tinian, and Saipan until 6 p.m. Saturday, May 27, 2023. Dangerously large breaking waves of 10 to 15 feet are expected in the surf zone of south and west-facing reefs. A high risk of rip currents is in effect through Saturday afternoon and can sweep even the best swimmers away from the shore into deeper water.
Everyone should remain out of the water due to life-threatening water conditions.
A small craft advisory remains in effect for Guam and Rota until 6 p.m. this evening. Southeast winds near 20 knots and seas near 10 feet are expected. Inexperienced mariners, especially those operating smaller vessels, should avoid navigating in hazardous conditions.
Guam Memorial Hospital
The Guam Memorial Hospital regained power and utility service and remains operational.
Gas Station Safety
Motorists waiting in queue to refuel at a gas station are advised to maintain their hazard lights and remain on the outermost lane nearest the station.

GovGuam Agency Updates; Emergency Shelters Update; Safety Reminders
GovGuam Agency Updates:
Guam Power Authority:
The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:
- 3.8% of the System Load (Customer Demand) has been restored.
- 41.4% of GPA’s Substation Energization has been restored.
- 15.9% of GPA’s feeders/ circuits have been energized/restored.
GPA notes that feeders and circuits may be energized only if GPA’s substation is energized and that system load will increase once feeders and circuits are energized.

Guam Waterworks Authority:
The Guam Waterworks Authority (GWA) continues its restoration and post-typhoon recovery efforts. GWA reports that as of 3:00 p.m.:
- Guam northern water system is operating normally with additional wells brought back on line overnight
- Tumon Maui Well serving the Tumon and Tamuning areas is operational
- Currently 50% of operable wells are on-line
- GWA is working to restore connection to Navy-supplied sources at Santa Rita and Nimitz Hill.
- GWA’s southern water system is operating
- Ugum Surface Water Treatment Plant back on-line as of this morning
- Northern District, Hagåtña and Inalåhan wastewater treatment plants (WWTP) are operating normally
Residents island-wide who have water service are being asked to conserve water GWA attempts to
increase reservoir levels. GWA’s Boil Water Notice remains in effect.
Some GWA facilities remain on generator power and GWA is working with GPA to monitor power status to maintain operations at GWA’s production and distribution facilities. GWA staff continues to address storm damage at the Umatac-Merizo and Agat-Santa Rita WWTPs. GWA is monitoring all wastewater pump stations closely. Some GWA facilities remain on generator power and GWA is working with GPA to monitor power status at GWA wastewater pump stations and treatment plants.

Port Authority of Guam:
The Port Authority of Guam (PAG) has received clearance from the U.S. Coast Guard (USCG) to begin major recovery efforts dockside. PAG weathered Typhoon Mawar with visible damage to Piers F3, F4, F5 and F6, particularly the Bull Rail. Portions of the Fender System also are damaged or broken off. The storm also caused damage to the Agat and Agana Marinas.
PAG continues assessments on their wharves, docks, cranes, and facilities. PAG’s dive team will conduct underwater assessments of the docks tomorrow, which is key to the Port’s ability to reopen. Apra Harbor remains closed as the USCG has restricted water entry into the Harbor until further notice. PAG’s operations team continues to address all concerns within the terminal yard to allow vessel entry to the Port and the discharge of cargo as soon as possible.
Guam Department of Education (GDOE): Central operations and school sites are closed for services. Employees have reported in to assess damages and certain schools are still being utilized as emergency shelters. Also, DOE announced that the Guam Education Board (GEB) meeting scheduled for Tuesday, May 30, 2023, has been canceled until further notice.
Department of Parks & Recreation (DPR): All parks and recreational areas are closed until further notice. DPR is conducting damage assessments. Residents are encouraged to stay away from all parks and recreational areas until all safety concerns are addressed. Lifeguards are not on duty.
Department of Public Works (DPW): The Department of Public Works (DPW) has cleared major roadways following the aftermath of Mawar. All major routes are cleared and open.
Emergency Shelters Update:
Residents in need of shelter are encouraged to seek safety at the nearest available shelter. Residents who are displaced because of Typhoon Mawar may still seek safety at the following shelters. Here are the numbers as of 4:00 p.m.:

Safety Reminders:
Generator Use
If you are using a generator in the event of a power outage, please adhere to the following safety precautions:
- Be aware of hazards: Common hazards include shocks and electrocution from incorrect use, carbon
monoxide (CO) from a generator’s exhaust, fires from improper refueling or fuel storage, and
noise/vibration hazards.
- Keep generators at least 15 feet from any open window, door, or vent while in use. Do not operate a
generator in a garage or storage area even with the door open.
- Always follow instructions in the owner’s manual proper “grounding” of the generator.
- Clear flammable and combustible material at least 3 to 4 feet around the generator to avoid a fire.
- Place the generator either in a dry area or under an open canopy structure outside and away from your
home; never run generators in the rain or when wet.
- Plug appliances directly into the generator and do not plug multiple power strips together. If you must
use an extension cord, it should be 3-pronged, grounded, heavy-duty and labeled for outdoor use.
- Check cords regularly for damage (such as cuts or fraying) that could cause a fire.
- Do not “back feed” power by plugging the generator into a wall outlet. Back feeding will put you and
others, including utility workers, at serious risk for electrocution and/or electrical fire risk.
- Even if operated for a short time, generators can become hot very quickly. If you must touch the
generator, wear protective gloves. To avoid electric shock or electrocution, do not try to fix or
otherwise work on a generator while it is on or plugged in.
- Always keep a fully charged fire extinguisher nearby. If you or others show symptoms of CO
poisoning (light-headed, dizzy, tiredness, or nausea) go outside immediately for fresh air and seek
medical attention.
Fuel Storage
- Only use fuel recommended in the owner’s manual.
- Keep fuel in an ANSI-approved container away from the generator.
- Store outdoors in a cool, well-ventilated space – never indoors.
Do not fuel the generator while it is running.
Candle Use
The Guam Fire Department recommends the use of flashlights instead of candles during power outages;
however, if you must use candles, the following safety measures must be taken:
- Never leave a burning candle unattended. Extinguish candles completely before you leave the room or
go to sleep.
- Do not burn candles on or near anything that can catch fire. Keep candles away from decorations,
curtains, beddings, paper, walls, furniture, and other combustible materials.
- Always keep candles, matches, and lighters out of the reach of children and never leave children
unattended in a room where candles are lit. Place candles out of the reach of children and pets and
away from areas where they can be knocked over.
- Keep burning candles away from flammable liquids.
- Never touch or move a burning candle when the wax is liquefied.
Traffic Safety
All Traffic Control Points (TCP) will be unmanned by 6:00 p.m. due to loss of daylight and poor visibility. Motorists are asked to proceed with caution when approaching all major traffic intersections.

Recovery Efforts Continue
Critical and Essential GovGuam Employees:
As of 5 p.m. Thursday, Governor Lou Leon Guerrero placed the island in Condition of Readiness (COR). All essential and critical Government of Guam employees are to report to the worksite to assess for damages. All others are to report to their supervisors. For agencies whose payroll is processed by the Department of Administration, payroll data was transmitted earlier this week.
Traffic Control:
The Guam Police Department and the Guam National Guard are being positioned at major intersections and motorists are advised to please proceed with caution.
GFD Issue a No Burn Notice:
The Guam Fire Department (GFD) issued a No Burn Notice for the entire community due to ongoing recovery efforts. GFD is focusing efforts on life and property preservation.
Gas Stations Open Today for Public Services
The Joint Information Center received the update that the following Shell Service Stations are open today:
- Shell Tamuning on Rt. 14 Chalan San Antonio
- Shell Harmon Rt 16 Army Drive
- Shell Chalan Pago Rt 4 Chalan Kanton Tasi will open at 1pm
Shell Tumon across John F. Kennedy High School is only open to service essential government vehicles.
GPA Update:
Guam Power Authority (GPA) has begun its post-typhoon power restoration process starting with restoring critical and priority facilities such as hospitals, water wells and wastewater facilities, critical infrastructure and key areas e.g. communications, schools, public safety/health and ports of entry. GWA Update:
The Guam Waterworks Authority (GWA) issued a boil water notice due to possible bacterial contamination in the water that can occur when increased run-off enters a drinking water source following heavy rains. GWA will perform assessments of its water system to be within acceptable levels as soon as possible.
Boil Water Notice Tips:
- DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.
- Bring all water to a boil, let it boil for three (3) minutes, and let it cool before using or use bottled water.
- Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.
- Boiling kills bacteria and other organisms in the water.
GWA is working with village mayors in assessing areas with no water services. Coordination is being made to deploy water bladders to the respective villages that are in need of them. DPHSS Updates:
The Department of Public Health and Social Services’ (DPHSS) Division of Senior Citizens (DSC) resumed the following:
- Homebound Meals with a hot meal. Homebound Meals will continue the regular operations of providing meals Sunday through Saturday. For any questions you can contact SH Enterprises, the Elderly Nutrition Program vendor at 671-649-9716/9727.
- Case Management Services, In-Home Services and the National Family Caregiver Support Program
The 3 Adult Day Care Centers, 12 Senior Citizens Centers, Congregate Nutrition Services, Transportation Services, and Elder Justice Legal Assistance Services will be closed today, Friday, May 26, 2023.
Judiciary of Guam Remains Closed:
The Judiciary of Guam remains closed until an assessment of the court’s power and the generators have been completed. Essential staff will report to address the situation. All hearings and court proceedings remain canceled and will be rescheduled. Upon reopening, the Judiciary will prioritize matters that require immediate attention.

Guam in COR 4; JRM in TCCOR 1R as of 5 PM; Response Efforts Underway
Governor Lou Leon Guerrero has placed the island in Condition of Readiness (COR) 4 as of 5 p.m. today, May 25, 2023, in the wake of Typhoon Mawar’s exit from the Marianas.
Joint Region Marianas (JRM), Naval Base Guam (NBG), Andersen Air Force Base (AAFB), and Marine Corps Base Camp Blaz (MCBCB) are in Tropical Cyclone Condition of Readiness (TCCOR) 1R as of 5 p.m. today. TCCOR 1R is set after the destructive winds have subsided to allow for survey and work crews to determine the extent of the damage. Until the recovery process is declared complete (TCCOR 4), or the risk of injury and/or damage to personnel and property has been mitigated to a safe level, the installations are limited to essential personnel only and recommend all on-base personnel remain indoors. As Typhoon Mawar slowly pulls away from the Marianas, response efforts are underway. As of 1 p.m., Mawar was located 14.4. degrees north, 143.0 degrees east, about 135 miles west-northwest of Guam. It is moving west-northwest at 7 mph with maximum sustained winds of 155 mph.
For the remainder of the day, Guam can expect south winds of 20 -25 mph, with gusts up to 40 mph in heavy showers. Spotty showers are still expected as rainbands come in from time to time, bringing gusty winds at least until after sunset. Surf of 12 to 16 feet is expected for south and west facing reefs. The community is reminded to stay out of the water as hazardous surf and seas will be life-threatening.
After Typhoon Mawar’s passage last night, response efforts began as early as daybreak, when it was safe to do so. No major injuries or casualties were reported as a result of Mawar’s passage. Throughout the storm, and immediately after, emergency response personnel executed rescue and evacuation efforts as long as it was safe to do so.
The government of Guam prioritizes the safety of the community as they work on water and power restoration for the island, as well as the continued safe removal of debris from roadways. All crews are aggressively working to get both power and water restored.
GWA Update:
The Guam Waterworks Authority (GWA) is working diligently to restore water to island residents in the aftermath of Typhoon Mawar. A boil water notice and water conservation notice has been issued by GWA, until further notice. GPA Update:
Guam Power Authority (GPA) has begun its post-typhoon power restoration process. Power restoration after a typhoon is an extremely dangerous effort, and we ask for the public’s cooperation and patience as we safely work to restore power to the island. GPA crews have begun 24/7 shift work clearing lines and restoring power. GPA has procedural plans and priorities in place for post-typhoon recovery and restoration.
Some GPA crews will first work on the transmission lines bringing power from the power plants out to the substations. Other crews will begin to restore power to circuits and ultimately to customers.
GPA will work on restoring critical and priority facilities such as the hospital, water wells and wastewater facilities, critical infrastructure and key areas e.g. communications, schools, public safety/health and ports of entry. GPA crews will then focus on areas throughout the island. In order to energize the most customers, we may have to isolate areas heavily damaged and then return to the respective area at a later time.
We recognize that the widespread power outages make post-typhoon recovery difficult. We are working to restore your power service as soon as possible. We ask residents not to inundate or overwhelm GPA Trouble Dispatch lines with inquiries regarding service restoration. Updates on power restoration will be provided to news media, Office of Homeland Security/Office of Civil Defense, the village Mayors, GPA website and posted on GPA’s Facebook page (www.facebook.com/GuamPowerAuthority).

MCOG Update:
The respective village Mayors have been out helping their village constituents throughout the duration of the typhoon. The mayors will continue to work with the Guam Environmental Protection Agency (Guam EPA) to establish staging centers for storm waste collection to include metals, white goods, plastics and green waste.
GFD Update:
The Guam Fire Department (GFD) emergency response personnel responded to as many calls as they safely could throughout the duration of the storm. NextGen 911 also fared well throughout the storm.
GPD Update:
As the island moves into COR 4, the Guam Police Department reminds motorists to adhere to the road conditions and to proceed with caution while approaching major traffic intersections. Starting Friday morning, traffic direction will be provided to all major intersections to aid with the safe movement of traffic flow.
GIAA Update:
Flights are not operating at this time. The A.B. Won Pat International Airport Guam (GIAA) activated its Emergency Coordination Center and completed damage inspections of its terminal facilities and airfield with recovery efforts well underway. In coordination with the FAA Agana Air Traffic Control Tower, the airport has decided it will accommodate humanitarian and cargo flights to Guam at this time.
The first priority in the terminal building is safely removing water in flooded areas to get the airport’s equipment back online. The GIAA team is assessing the airfield for operational capabilities. The airport will be meeting with airlines and stakeholders to update them on terminal status and information on their operational plans.
Korean Air has announced the following flight cancellations:
KE 423/424 Incheon/Guam/Incheon canceled for May 24 and 25
KE 421/422 Incheon/Guam/Incheon canceled for May 25
KE 423/424 Incheon/Guam Incheon canceled for May 25 and May 26
Until the terminal is up for operations, we ask passengers to stay at their hotels and homes as passenger amenities are limited at this time. Travelers can contact their respective airlines for any change in flight status or by going to the GIAA website at www.guamairport.com/flights.
GVB Update:
To help support recovery efforts at the A.B. Won Pat International Airport Guam and the tourism industry, the Guam Visitors Bureau (GVB) and Guam Hotel & Restaurant Association (GHRA) have reached out to hotels, tour agents, taxis and other industry partners to communicate the flight operations impacted by the airport’s flooded areas, as well as damages to some hotels caused by Typhoon Mawar. Messaging has reached all of Guam’s main visitor markets. GVB has also pushed the added assistance of its visitor concierge program for those that speak Japanese, Korean and Mandarin Chinese. The concierge service hotline is (671) 588-3030.
Emergency Shelters Update:
As the island continues to experience tropical storm force winds and rain, residents whose homes are not safe against heavy winds or rains, or those that live in low-lying, flood-prone areas can seek safety at a designated emergency shelter. Machananano Elementary School and Inalåhan Middle School Shelters are closed, effective immediately. Residents in the area are advised to go immediately to any of the other shelters available. Tropical storm force winds continue
The National Weather Service (NWS) Forecast Office advised that although Guam is no longer expected to experience typhoon conditions from Typhoon Mawar, outer winds and rain bands of the storm are expected to persist over the island for the next few hours. Tropical storm force winds of 35 mph to 40 mph, with gusts of 45 mph up to to 50 mph are anticipated as Mawar makes its way out of the Marianas. Guam remains in Condition of Readiness (COR) 1.
Remain in shelter within sturdy concrete homes with concrete roofs until COR 4 is announced.
Stay Out of the Water
In addition to the tropical storm-force winds, hazardous surf and seas remain. Remain out of the water due to life-threatening conditions.
Although Typhoon Mawar is moving northwest of Guam and the Marianas, Mawar’s current track puts the risk of highest surf along west and north-facing reefs.
Dangerous surf persists along western and northern coastlines due to a large swell generated by Mawar.

Guam Remains in COR 1;
Governor Leon Guerrero and Lt. Governor Tenorio to Make Initial Assessment at First Light
At first light, and when it is safe to do so, Governor Lou Leon Guerrero and Lt. Governor Josh Tenorio, along with partners from the Department of Public Works, Guam Homeland Security/Office of Civil Defense, and the Federal Emergency Management Agency (FEMA), will conduct a windshield assessment to gain visibility of any major damages or blocked roadways in the wake of Typhoon Mawar. As Guam received the full brunt of the typhoon overnight, the assessment will help determine what damages may have occurred.
Tropical Storm Force Winds Continue on Guam:
Current conditions will continue on Guam but are not expected to worsen. Sustained winds of 30 mph with gusts up to 55 mph will continue for the next two to three hours.
Residents are urged to stay off the roads and remain in safe, hardened shelters until Condition of Readiness (COR) 4 is declared.

A flood watch is in effect for Guam and Rota through this morning.

Typhoon Mawar Moving Away; Tropical Storm Force Conditions Still Expected
Guam is in COR 1 – Remain indoors
As of 12 a.m., May 25, typhoon force winds from Typhoon Mawar are expected to slowly subside for Guam as the center of the storm slowly pulls away from Guam. However, the island can still expect strong battering tropical storm force winds to continue through this morning. Expect heavy showers and strong gusty winds.
The worst of the conditions will lighten, slowly ending the heavy thrashing of Guam in the next couple of hours.
As of 10 p.m., Mawar was located 13.7 degrees north latitude and 144.6 degrees east longitude, about 20 miles northwest of Guam and 125 miles southwest of Saipan. It is moving northwest at 8 mph with maximum sustained winds of 140 mph.
What to Do:
- Continue to shelter indoors until destructive winds leave our vicinity. Be mindful that tropical storm force winds will continue well into today;
- Turn off your breaker if your home is affected by flooding;
- Call 911 if it is an immediate emergency.

Extreme Wind Warning Extended; Destructive Winds Expected to Continue Late into this Evening
Guam is in COR 1 – Remain indoors
The Extreme Wind Warning has been extended for the northeastern part of Guam until 10:45 p.m. Widespread destructive winds of 115 to 140 mph are moving over Yigo and Andersen AFB, extending southward to Dededo. The safest place to be is in a reinforced concrete structure, in an interior room.
According to the National Weather Service Office Guam, the storm’s destructive winds of 105 mph are impacting Guam and will continue late into this evening. Guam can expect peak typhoon force conditions late into the evening before gradually subsiding into tropical storm conditions.
As the storm continues through the Rota Channel, just north of Guam, the brunt of the typhoon force winds are impacting the northern villages but the remainder of the island is continuing to receive impact as typhoon force winds extend 45 miles from Mawar’s center. Tropical storm force winds extend outward from the center up to 145 miles.
As of 7 p.m., Typhoon Mawar was located 13.7 degrees north latitude, 144.9 degrees east longitude, about 15 miles north-northeast of Guam, about 115 miles south-southwest of Saipan. It is moving northwest at 8 mph with maximum sustained winds of 140 mph.

Extreme Wind Warning in Effect; Typhoon Mawar Impacts Guam
Guam is in COR 1 – Remain indoors
An Extreme Wind Warning is in effect for the northeastern part of Guam until 7:45 p.m. Widespread destructive winds of 115 to 140 mph are moving over Yigo and Andersen AFB, extending southward to Dededo, as far as the Micronesia Mall. The central and southern parts of the island will continue to experience typhoon force winds but the highest wind speed will be farther north, over Andersen AFB and Ritidian.
Officials continue to monitor Typhoon Mawar. As of 4 p.m., Mawar was located 13.6 degrees north latitude and 145.2 degrees east longitude. It is moving west-northwest at 7 mph.
According to the National Weather Service Forecast Office Guam, Mawar is now expected to pass just north of Guam this evening as it passes through the Rota Channel between Guam and Rota. Maximum sustained winds remain at 140 mph and it is expected to maintain this intensity through Thursday.
This is an extremely dangerous and life-threatening situation. Take action now to protect your life and move immediately to an interior room in your shelter. The safest place to be during this situation is in a reinforced interior room away from windows. Remain in place through the passage of these life-threatening conditions.

Typhoon Mawar Update: Conditions Expected to Worsen
Stay indoors until COR 4 is declared.
Conditions Worsening in the Next Few Hours:
Typhoon Mawar continues on a track toward Guam. As of 1 p.m., Mawar was located 13.2 degrees north latitude and 145.5 degrees east longitude, about 45 miles east-southeast of Guam and 135 miles south of Saipan. It has maximum sustained winds of 140 mph. The storm is experiencing an eyewall replacement cycle which will affect its trajectory as it moves closer to Guam.
Conditions are expected to worsen within the next few hours. Based on the current forecast track, the eye is expected to pass over central Guam sometime between 5 p.m. to 7 p.m., though passage over northern Guam or the southern part of the Rota Channel is still possible.
Guam is experiencing 61 mph to 74 mph winds, expecting to gradually increase to typhoon force winds between 74 mph to 104 mph over the next couple of hours. Typhoon-force winds extend outward from the center up to 50 miles.
A flash flood warning is in effect for Guam. Between 1 and 3 inches of rain has already fallen. Additional rainfall amounts of 10 to 15 inches are possible, with locally 20 to 25 inches possible. Flash flooding is ongoing or expected to begin shortly.
The community is reminded to remain indoors, stay away from windows; and avoid travel outdoors, as heavy winds, rains and flooding could be life-threatening.
Federal Stakeholders standby to support Guam:
President Biden has granted an emergency declaration for Guam ahead of Typhoon Mawar. This declaration authorizes the Federal Emergency Management Agency (FEMA) to supplement territorial and local response efforts to help save lives, protect property and public safety.
FEMA has more than 50 staff in Guam with dozens more federal partners on the ground to support incident management, communications, debris removal, engineering, health and military support if needed. If the immediate needs of survivors supersede local and territorial resources, FEMA can provide commodities like meals, water, blankets, cots, tents, tarps, baby supplies and more. FEMA can also mission assign other federal agencies to perform or contract work, if needed.

Stay off the Roads; Emergency Shelter Update; Utilities Update
Stay indoors until COR 4 is declared, now that Guam is in the threshold of damaging winds of 39 mph or greater. Winds are expected to intensify to typhoon force winds by midday, with the strongest winds of 145 mph sustained winds, with gusts up to 150-170 mph expected through the afternoon.
Emergency Shelter Update:
Residents whose homes are not made to withstand heavy winds or rains, or those that live in low-lying, flood-prone areas are advised to move to a designated emergency shelter immediately. The window to mobilize has closed for some areas and is rapidly closing for other locations. Make assessments on the safest decision for you and your family. GPA Update:
As of 4:45 am today, Guam Power Authority (GPA) crews were secured and stood down for their safety as high winds have made it unsafe to continue making repairs around the island. Mobilization, assessments and repairs to the system will resume once conditions improve and return to a safe level. This will begin the recovery phase of the island-wide power system around Guam.
GPA advises that power outages and fluctuations are expected during the storm. GPA does not intend to shut down the island-wide power system. The island-wide power system runs automatically and power cuts out when damage has occurred to a customer’s circuit. This occurs for the safety of GPA’s customers and their homes and businesses.
The system will be energized as long as power circuits remain intact. GPA is working hard to achieve having some part of the system continue to operate throughout the storm because it will make post-typhoon recovery faster.
As the storm progresses closer to Guam, more power outages will occur. If your power circuits go down, GPA will work on energizing it immediately within a few minutes. If your power doesn’t come back in a few minutes it is most likely that the circuit is damaged and GPA will have to wait until the typhoon passes before they can make repairs. The GPA team is prepared to immediately begin restoration as soon as winds decrease to safe levels.

Super Typhoon Mawar continues its approach to Guam. As of 4:00 a.m., Super Typhoon Mawar was located 12.5 degrees north latitude and 145.6 degrees east longitude, about 85 miles southeast of Guam and 180 miles south of Saipan. It is moving west-northwest at 5 mph, with maximum sustained winds of 155 mph.
What to Expect:
Super Typhoon Mawar’s passage very near or directly over Guam is imminent. Mawar is expected to strengthen further to a Category 5 typhoon with maximum sustained winds of 160 mph, with gusts approaching 200 mph. This is expected to occur prior to making landfall.
The triple threat of torrential rains that may result in landslides and flash flooding, catastrophic wind, and life-threatening storm surge, are expected for Guam, with potentially catastrophic coastal flooding for southeastern and southern portions of Guam. Governor Lou Leon Guerrero issued Executive Order No. 2023-03 yesterday, relative to the mandatory evacuation of low-lying coastal areas of Guam.
Typhoon conditions, with winds of 74 mph or greater, are likely to begin during the next few hours and increase through the morning. Intense eyewall winds are expected around between noon and 5:00 p.m., where maximum sustained winds of 160 mph, with gusts between 195 and 200 mph are likely.

SEEK IMMEDIATE SHELTER; Direct Hit Possible by Super Typhoon Mawar
The community is advised to SEEK IMMEDIATE SHELTER, if you have not done so already. The onset of damaging winds is expected this evening. Seek shelter now before it is unsafe to do so.
Mawar has been upgraded to a Super Typhoon. As of 5 p.m., Super Typhoon Mawar was located 11.9 degrees north latitude and 146.5 degrees east longitude, about 155 miles southeast of Guam and 230 miles south-southeast of Saipan. It is moving north at 5 mph, with maximum sustained winds of 155 mph.
Catastrophic Conditions Expected:
Based on the current forecast track, Super Typhoon Mawar is expected to make a direct hit or very near passage for Guam. There is a potential of a catastrophic and devastating event for Guam. Typhoon force winds are expected Wednesday morning, with peak conditions around midday.
Mawar’s current sustained winds are at 155 mph, which is a strong Category 4, low-end Category 5 storm, with potential to intensify. At this time, the timeline of the typhoon’s peak conditions on Guam is likely around midday Wednesday.
This is a very serious situation with steadily deteriorating conditions. The triple threat of Category 4 typhoon force winds, torrential rains, and life-threatening storm surge are all expected for Guam. Large storm surge and coastal impacts are likely to occur, particularly for coastal areas.
Emergency Shelter Update:
Residents whose homes are not safe against heavy winds or rains, or those that live in low-lying, flood-prone areas are advised to move to a designated emergency shelter.

Guam in COR 1; Remain Indoors
Guam in COR 1:
Governor Lou Leon Guerrero placed Guam in Condition of Readiness (COR) 1 at 1 p.m., today, May 23, 2023. At COR1, destructive winds are possible within the next 12 hours.
The community is advised to remain indoors until COR 4 is announced. All residents in low lying, flood-prone and coastal areas, especially in the southern villages of Inalåhan, Ipan, Talo’fo’fo, Malesso’, Hågat and Humåtak, are ordered to evacuate and seek shelter in private residences or designated government shelters in higher elevation no later than 6:00 p.m., on May 23, 2023.
Simultaneously, Joint Region Marianas (JRM), Naval Base Guam (NBG), Andersen Air Force Base (AAFB), and Marine Corps Base Camp Blaz (MCBCB) are also in Tropical Cyclone Condition of Readiness (TCCOR) 1 at 1 p.m., Tuesday, May 23, 2023. All Andersen gates are now closed. All Navy Base Guam gates will be closed at 10 p.m. on Tuesday, May 23. The time for gate closure is subject to change based on weather conditions. What to Expect:
On its current track, the system is expected to bring tropical storm force winds to Guam by this evening, with the possibility of typhoon force winds of 81 – 110 mph by Wednesday morning. Rainfall amounts of 8 to 15 inches are possible with locally higher amounts. A slowing forward speed could lead to much higher rainfall totals.

SHELTER RULES
- Be respectful to fellow residents and staff. No foul language, abusive behavior, stealing or destruction of property will be accepted or tolerated
- Busing to/from shelters is available at the Mayors’ Offices
- Bring a 7-day supply of food, water & prescriptions; infants & toddlers should have a 7- day supply of disposable diapers, baby formula & baby food
- Bring bedding, toiletries, toilet tissue, and personal hygiene products
- Must complete registration. Bring a form of valid I.D.
- Must report Tuberculosis or flu-like symptoms
- Alcoholic beverages, illegal drugs, and weapons are not allowed in the shelter or on the shelter grounds. Persons caught in possession will be asked to leave the shelter and in some cases turned over to law enforcement personnel. Persons determined to be under the influence of alcohol or illegal drugs will not be admitted, or readmitted to the shelter.
- Public Law 21-139 dictates that there is no smoking on school premises. Smoking is not allowed in the shelter. Smoking is permitted outside the campus in designated smoking areas only. Please dispose of cigarette butts properly.
- Quiet hours will be announced and enforced in the sleeping areas. However, sleeping areas should be kept quiet at all times.
- If you bring vital documents (i.e. Birth records, passports, etc.), secure them or keep them on you at all times. The Shelter is not responsible for these items if stolen.
- Parents must maintain responsibility and supervision for their children. Children must never be left unattended.
- No cooking or gas stoves
- For your safety DO NOT LEAVE THE SHELTER before COR 4 has been declared
- Only service animals are allowed at this time.
- Pets cannot be sheltered at this time. For those seeking shelter for their pets, make plans for them now to stay with a loved one, friend or family member as pets will not be allowed in the emergency shelters.
TRANSPORTATION
Those seeking shelter who do not have reliable transportation, or have a disability and need a ride to a designated storm shelter, are advised to contact their village Mayor’s Office for information on transportation. Residents will need to go to their respective Mayor’s Office for bus transportation to the shelters. Village Mayors’ contact information is listed below:

Governor Signs Executive Order No. 2023-03; Mandatory Evacuation of Coastal Areas Ordered
Governor Lou Leon Guerrero has issued Executive Order No. 2023-03, relative to the mandatory evacuation of low-lying coastal areas of Guam in anticipation of Typhoon Mawar.
It is anticipated that Typhoon Mawar will be a high Category 3 typhoon, with sustained winds of 125mph. Typhoon Mawar is further intensifying, with the possibility of advancing to a Category 4 typhoon or a supertyphoon. Further, Guam is in the direct path of Typhoon Mawar and it is anticipated our island will be directly hit or a very near-miss.
EVACUATION OF LOW LYING, FLOOD-PRONE AND COASTAL AREAS. All residents in low lying, flood-prone and coastal areas, especially in the southern villages of Inalahan, Ipan, Talofofo, Malesso, Hagat and Umatac, are ordered to evacuate and seek shelter in private residences or designated government shelters in higher elevation no later than 6:00 p.m., on May 23, 2023.
- The Guam National Guard is ordered to assist with the evacuation ordered herein, including the provision of transportation and other assistance necessary for the safe evacuation of the identified areas.
- Pursuant to 10 GCA Section 65111, I further direct that the National Guard may regulate the control of traffic necessary to facilitate the rapid and safe movement of evacuees and government personnel assisting in the evacuation effort.
- Mayors and mayoral staff are further authorized to assist in the evacuation of residents in their villages.
- Due to the likelihood of a strong storm surge, all residents are to avoid coastal areas. The warning time for storms, while relatively predictable, is unlike a storm surge, which is far more unpredictable and of great concern. When sea levels rise, residents will have merely minutes to evacuate and respond. Thus, we must prepare now and anticipate the worst.
Governor Lou Leon Guerrero is expected to place Guam in Condition of Readiness (COR) 1 at 1 p.m. today. What this means is that destructive winds are possible within the next 12 hours. Simultaneously, Joint Region Marianas (JRM), Naval Base Guam (NBG), Andersen Air Force Base (AAFB), and Marine Corps Base Camp Blaz (MCBCB) will also be in Tropical Cyclone Condition of Readiness (TCCOR) 1 at 1 p.m.
Once the island is in COR 1, the community is advised to remain indoors until COR 4 is announced.
